Site work and renovation of a water / sewer project in Hightstown, New Jersey. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Water Tank Painting and Repairs at First Avenue, Leshin Lane, and Cranbury Station Road Contract. Bids are to be submitted by way of USPS, UPS, FedEx, other delivery service or drop off. Bids must be made on standard proposal forms, in the manner designated and must be received in sealed opaque envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Borough Clerk, Borough of Hightstown and must be accompanied by a Non-Collusion Affidavit and a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, providing that said check or bid bond need not be more than $20,000.00 nor shall not be less than $500.00, and be delivered at the place and on or before the hour named above. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570 Surety Companies Acceptable on Federal Bonds). This project is expected to be funded with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Bank. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Bank nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. The successful bidder must comply with all the provisions of N.J.A.C. 7:22-9.1et seq., for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED's) and must comply with the Project Plan developed by the project sponsor fulfilling SED utilization.. Work includes and is not limited to improvements at three (3) of the Borough's elevated water tanks; First Avenue, Leshin Lane, and Cranbury Station Road, including restoration and incidentals. First Avenue signage installation, foundation bolt repairs, improvements to existing ladders, minor structural improvements, new ladders, new hatches, new rails and gates, a grated safety cover within the elevated tank, and abrasive blast cleaning and painting of the tank interior. Lesin Lane signage installation, concrete foundation repairs, new ladders, new hatches, new rails and gates, new roof vent, a new submersible mixer, abrasive blast cleaning and painting a portion of the tank interior, and pressure wash and paint the tank exterior. Cranbury Station Road signage installation, foundation bolt repairs, new roof hatch, new roof vent, new safety devices at all existing ladders, new submersible mixer, and pressure wash the tank interior dry area. The contractor will be required to comply with all requirements of the grant. In the event revisions or addenda to the documents are required, the owner shall transmit a Notice of Revision or addenda to advertisements or bid documents no less than 7 working days prior to bid opening as found in N.J.S.A. 40A:11-23. Pursuant to P.L. 2010 c. 108, a bidder may request that its bid be withdrawn due to a "mistake" on the part of the bidder, as defined in the Law. Otherwise, no bids may be withdrawn for a period of sixty (60) days after the date and time set for the opening of the bids. The Borough reserves the right to reject any or all bids, or accept a bid which, in its judgment, best serves the interest of the Borough. N.J.A.C. 17:44-2.2 requires Contractors to maintain all documents related to the contract for five years from date of final payment and to make them available to the Comptroller's office upon request. Any awarded Contractor shall maintain all documentation related to products, transactions or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.
