The City of Pittsburgh (City) is seeking a contractor for the planning and development of construction-ready bid documents for the conversion of the Citys network of High Pressure Sodium lights (HPS) to energy-efficient LED luminaries within three (3) years, starting in 2022, and to manage the conversion. The City of Pittsburgh (City) is seeking a contractor for project management for the planning, design and construction for the conversion of the Citys network of High Pressure Sodium lights (HPS) to energy-efficient. The City is seeking a city-financed purchase and installation solution which will allow the City to retain ownership of streetlights. The project must address the conversion of the Citys existing 35,000 HPS cobra head streetlights to LED and guarantee hardware and work performed under the LED Conversion through the installation period or beyond. The conversion does not include the replacement of decorative, acorn or pendant style lighting on city streets. The project must also address the conversion of the Citys existing 4,400 LED lights to the Citys dark skies standard. The City recognizes that advances in lighting, communication, sensor, and other technologies have created fiscally prudent opportunities for local governments to improve public services, reduce long-term utility obligations, reduce energy consumption, and advance sustainability goals through street lighting modernization projects. Respondents may elect to submit optional financing plans to achieve or expand on the objectives and tasks identified in this document. Objectives The LED Streetlight Conversion Project is intended to improve the quality and reliability of Pittsburgh's outdoor lighting and thereby enhance quality of life for Pittsburghs residents and visitors. The project intends to achieve the following objectives: Reducing energy use and annual cost of streetlights; Takes an approach to phasing that advances equity; Increasing public awareness of investment and cost-savings realized through the project; Delivers a turnkey, quality system to the City that can be sustained in a state of good repair; Follows Dark Sky lighting principles to decrease energy usage, reduce light pollution and glare that can be distracting and unsightly, and improve public health and environmental outcomes. Respondents should allow enough time to register company on the City's e-Procurement Portal, search the solicitation they wish to respond to and complete the submission process online before the deadline. The City of Pittsburgh shall not be responsible for proposals delivered to a person or location other than that specified herein. All submittals, whether selected or rejected, shall become the property of the City of Pittsburgh and will not be returned. All costs associated with proposal preparation shall be borne by the applicant. The method of contractor selection has not been determined at this time
