EXPRESSION OF INTEREST - GEOPHYSICAL LOGGING SERVICES Central Plateau Cleanup Company (CPCCo), as a prime contractor to the U.S. Department of Energy (DOE), is issuing this Expression of Interest notice pursuant to Federal Acquisition Regulation (FAR) Part 15.201(e), Exchanges with Industry, as a means of conducting market research to identify parties having an interest in and the resources to provide Geophysical Logging Services on the Hanford Site. DOE is engaged in the world's largest environmental cleanup project at the Hanford Site located near Richland, Washington. DOE's Richland Operations Office is responsible for the management of the hazardous waste facilities while preparing for its treatment and ultimate disposal or demolition located on the Hanford Site. As a prime contractor to the DOE, CPCCo is responsible for the safe, environmental cleanup of the Central Plateau located on the Hanford Site. Interested Contractors/Firms are invited to submit an Expression of Interest in the form of capability statements as described below in the Submission Instructions. This shall not be construed as a commitment by CPCCo to seek proposals or award a contract at this time. Scope of Services This effort is to procure the services of a Contractor to provide Geophysical Logging Services required to support on-going drilling, groundwater, and soil remediation efforts. CPCCo's work scope includes soil and groundwater remediation at the Hanford Site. New Resource Conservation and Recovery Act (RCRA)/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)/Atomic Energy Act (AEA) groundwater monitoring wells, extraction and injection wells, drilling of soil characterization boreholes, and surveillance of existing boreholes and wells are activities required annually to support end-state remediation goals at the Hanford Site. The Contractor shall support CPCCo by providing a spectral gamma logging system (SGLS) by (digital) down-hole multi-channel analyzer (DHMCA), a neutron moisture logging system (NMLS), and gyroscope deviation logging or equivalent services in support of their soil and groundwater remediation activities. SGLS, NMLS, and gyroscopic logging services will be provided on an "as needed" basis in both new and existing wells and boreholes. Logging will generally be conducted inside temporary and permanent casing. The usage of additional logging services will be established as required: A. Small Diameter Logging Services B. Passive Neutron Logging Systems (PNLS) C. High-Rate Logging Systems (HRLS) D. Neutron Capture Logging Systems E. AMPI Logging F. Check Shot Logging Support G. Conversion of past data to the Hanford Environmental Information Systems Geophysical Logging (HEIS_GPL) Format H. Multi tool Small Diameter Logging Services shall also include the usage and maintenance of the Hanford calibration models (CalMods) facility for the calibration of total gamma, spectral gamma, and neutron moisture logging systems. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; CPCCo assumes no financial responsibility for any costs incurred. CPCCo will evaluate market information to ascertain potential market capacity to provide services consistent with those described in this announcement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541360 with the corresponding sales size standard of $16.5 million. This Expression of Interest synopsis is requesting responses to the following criteria that can provide the required services under this NAICS Code. To assist CPCCo in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Expression of Interest, interested parties are also encouraged to provide information regarding plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, or 8(a) companies. Interested parties should provide information on how the respondent would envision its company's areas of expertise and those of any proposed JV/partner and how they would be combined to meet the specific requirements contained in this announcement. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Sub-contracting clause (FAR 52.219-14). Interested Parties CPCC-2201191 Page 3 March 21, 2022 CPCCo is authorized through its prime contract with the U.S. DOE to utilize Government Supply Sources. Submission Instructions Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a capability statement in response to this announcement by April 4, 2022. The capability statements (Items 1-4 below) shall be no more than a total of ten pages. All responses must be emailed to Ginny_T_Jacobsen@rl.gov. At a minimum, capability statements shall contain the following information: 1) Business name, address, email address, website address, and telephone number of company representative 2) Business size standard including socio-economic status (small business, servicedisabled/veteran-owned small business, HUBZone small business, small, disadvantaged business, and/or woman-owned small business, or large business). 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. CPCCo reserves the right to use any and all information submitted by, or obtained from, an interested firm in any manner CPCCo determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested firm must submit such information, the information must be clearly marked, and the interested firm must provide sufficient justification as to why such information is business confidential and/or proprietary. CPCCo will review the information and safeguard it appropriately. CPCCo will not pay for any information that is provided in response to this Expression of Interest nor will it compensate any respondents for the development of such information.
