The Government is issuing a solicitiation for the Gavins Point/Lewis and Clark Lake Prescribed Burning Services at Gavins Point Dam in South Dakota. This solicitation will close on the 28th of March 2022. The solicitation is 100% Small Business Set Aside. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity. Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer. Project Description: POP 28-MAR-2022 TO 22-APR-2022 This is a contract for prescribed burning services of vegetation located on sandbars in Lewis And Clark Lake on the Missouri River. These sandbars have been treated with herbicide, and the burning is required to remove the dead standing vegetation. The prescribed burning will provide two benefits; 1) removal of noxious exotic Phragmites vegetation, and 2) provide improved habitat for the threatened Piping Plover shorebird that nests on or near these islands. The prescribed burning needs to be completed before mid-April when the threatened birds begin to arrive in the area. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is NAICS 562910 - Remediation Services with a Small Business size standard of $22 Million. GENERAL: This is a services contract to provide prescribed burning services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. 1.1 Description and Schedule of Work. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform a prescribed burn as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. The burn areas total up to 613 acres. Burning will be done in multiple locations. Burning will occur between order award date and 17 April 2022. Burning will not be allowed when threatened or endangered birds are found on the sandbars, which typically begins around April 09th. It is imperative that the Contractor begin work as soon as conditions allow in order to ensure completion of the contract prior to April 17th . 1.2 Background: The target burn areas are sandbars located in the upper end of Lewis & Clark Lake on the Missouri River. Vegetation on many of these sandbars consists primarily of common (Phragmites spp.) as well as other wetland-type vegetation that has been treated with herbicides and killed. The areas to be burned consist of a complex of eighteen sandbar areas totaling up to 613 acres. Point Of Contact: 4 Scope: The Contractor shall provide all labor, tools, transportation, materials, and equipment necessary to conduct a prescribed burn on up to 613 acres located near Running Water, South Dakota (Technical Exhibit 4). The Government will provide transportation of personnel to the sandbars via boat. The Contractor shall apply prescribed burning techniques to effectively burn all W9128F22Q0041 Page 4 of 76 vegetation possible within the designated burn areas. The work units are generally surrounded by water and/or bare sand; however, in a few cases, there are existing vegetated areas nearby that should not be burned. Therefore, some burning should be done with a north/northwest/west wind, while other burning should be done with a south wind. The Contractor may provide mowing or edge-wetting if deemed necessary. All prescribed burning operations shall be conducted in a safe and professional manner. 1.5 Period of Performance: The Contractor shall not begin work activities until after "Notice of Award" and completion of the pre-work conference. The Contractor will have from order award date until April 17, 2022 to complete all prescribed burning activities on the sandbars. Burning activities shall only occur on weekdays during the contract period, unless prior approval is obtained from the Contracting Officer Representative (COR). The time stated for completion includes final cleanup of the premises and removal of all Contractor equipment, materials, and supplies. If adverse weather conditions or unforeseen circumstances prevent the completion of the contracted work within the allotted time frame, the Contractor shall be required to submit in writing to the COR, a request for contract time extension which must document the cause(s) for the contracted work not being completed on time. Lack of personnel, equipment, or other work priorities will not be acceptable reasons for allowing a contract time extension. Approval of any contract extension will be at the discretion of the Government and determined by presence of threatened or endangered birds.
