This document is a Request for Proposal (RFP) from Castle Pines Metro District (CPMD) for presenting qualifications for, approaches to, and proposed equipment to be used for temporary flow monitoring of the District's wastewater collection system. Qualified applicants will be required to demonstrate experience in the areas of flow and rainfall measurement, proper site selection, and data processing. Specifically this RFP solicits Proposals to isolate flows from sub-basin areas via flow monitors, collect data from meters, analyze flow metering data and produce a report that includes a prioritization of areas for the District to concentrate future efforts for improvement of the sanitary sewer system. Firms are invited to submit responses to this RFP (Proposals) describing in detail by which each proposes to meet the requirements of the Project. Qualifications of Firms that submit Proposals, especially as they relate to the ability of that firm to successfully deliver the Project; will be considered as part of the Proposal evaluation and selection process (see Section 4.3). The District reserves the right to suspend negotiations and initiate negotiations with the next highest ranked Consultant should the District determine that the negotiations are unsuccessful with the highest ranked Consultant.
