This is a solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is a total set-aside for Small Business .The solicitation number is FA449722Q0010 - Overhead Door BPA and is being issued as a Request for Proposal (RFP). The Government intends to award two (2) Firm-Fixed Price Blanket Purchase Agreements (BPAs). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2022-03 and DFARS Publication Notice 20211230. The North American Industry Classification System Code (NAICS) is 238290 and the size standard is $16.5M. The contractor shall provide the following services: Overhead/Hangar Door services in accordance with the Performance Work Statement (PWS) attached. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform all operations in connection with the maintenance and repair of overhead/hangar doors, dock levelers, and security gates as defined in the Performance Work Statement (PWS) on Dover AFB DE. The Government intends to award two (2) BPAs for a five (5) year period as a result of this solicitation. The first day of the performance period for the first year will be 15 April 2022 and the last day of the performance period will be 14 April 2027. A price list for the first year must be submitted for consideration of a BPA award. Contractors awarded a BPA as a result of this solicitation will submit an updated pricelist every year thereafter. SITE VISIT INFORMATION: A site visit will take place on Thursday, 31 March 2022 at 11:00 A.M EST. All parties will meet at the Commercial Gate. QUESTIONS: The contractor shall submit their questions by Monday, 4 April 2022 no later than 10:00 AM EST to the contracting office by e-mail to both points of contact listed below in order to be considered. SUBMIT PROPOSAL: Contractors are encouraged to offer their most advantageous/best quote. Quotes must be submitted to the Contracting Office by Monday, 11 April 2022 no later than 1:00 PM EST. To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate parts: Part I - Price Quote Part II - Technical Capability B. The contractor must fill out equipment bid schedule attached. C. The contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will evaluate responses and if adequate price competition exists, no additional cost information will be requested. D. The contractor shall include the provisions at 52.212-3, Representation and CertificationsCommercial Items and shall be registered in System for Award Management (SAM) Registration: https://www.sam.gov Offeror shall use the following method for delivering offers / quotes: PART I - PRICE PROPOSAL Insert unit price amounts for each line item in the bid schedule Template. The quote must be submitted for minimum of the first year. PART II - TECHNICAL CAPABILITY Technical Acceptability will be determination by the following: Offerors shall provide their technical approach to perform overhead door inspections and maintenance. Additionally, the contractor shall provide a list of no more than three (3) of the most recent and relevant contracts performed for Government agencies or commercial customers demonstrating their experience. Sub-Factor One - Technical Approach Sub-Factor Two - Experience GENERAL PROPOSAL INFORMATION Offerors are hereby notified that initial quotes which are found incomplete may be rejected without affording the offeror an opportunity to satisfy the requirement of the Government. Notwithstanding the information included in support of the offeror's technical capability, the contractor must meet all requirements of this request for quote.
