Question End Date 3/30/2022 2:00 PM Anticipated Award Date 5/24/2022 1.1 The Structural Engineer Professional (the Consultant) shall provide services in accordance with Florida's State Requirements for Educational Facilities, latest edition; the Florida Building Code, latest edition; Owner's most current Design Guidelines; Energy Code, latest edition; and other applicable guidelines, standards, and requirements. The Consultant shall provide services for a variety of projects being administered by OCPS departments. Such projects may include, but are not limited to, renovations, alterations, repairs, new construction, additions, replacements, aesthetic enhancements of facilities, equipment installations, code corrections, technology enhancements, or sustainability modifications, District-wide, as required and directed by the Owner. Services may be in connection with a study or a partial or complete OCPS construction project. The services to be provided and/or performed for selected projects may include design and/or construction phase services and/or oversight of the Architect/Engineer of Record. The Consultant shall provide services for existing and new facilities. Services may be required during the assessment, planning, design, construction, and post construction phases of the project. The Consultant shall use this task outline to prepare an agreement that specifically addresses the Owner's Scope of Work for the project assigned. 1.2 The Consultant shall be fully responsible for the various tasks required for each assigned project. The services to be provided by the firm include review of existing and design of prototypical and non-standard OCPS Projects. 1.3 The Consultant shall comply with all statutory requirements, such as but not limited to, all workers on OCPS property are required to have JLA badges that are worn and displayed at all times while on campus. Workers shall sign in at the front desk immediately upon arrival and sign out at the front desk prior to leaving the campus. 1.4 For structural engineering evaluation of existing OCPS projects, including Capital Renewal, District-wide Capital, and Comprehensive projects, the Consultant shall provide the following minimum services and deliverables applicable to the assigned OCPS tasks: 1.4.1 Verification, Problem Analysis and Evaluation. 1.4.1.1 Perform assessments of structural condition, capacity, and code-compliance of OCPS facilities by means of visual inspection. When deemed necessary, utilize further survey methods, intrusive investigation, testing, etc., as approved by Owner. Prepare reports of assessments, including recommendations for remedial work or further investigation necessary. 1.4.1.2 Inspect, analyze, and furnish repair details and instructions, as directed, for, but not limited to, exterior canopies, stairs and handrails, structural connections, exposed pre-engineered building framing and deck components, retaining walls and/or site walls. 1.4.1.3 Report immediately all apparent life safety conditions to the Owner, with recommendations for a definitive course of action. 1.4.1.4 Inspect and analyze, existing cast-in-place structural components, such as beams, framing members and columns exhibiting cracking, deterioration or stress. 1.4.1.5 Provide, as directed, wind pressures and impact resistance criteria for, but not limited to, the replacement of existing roof/substrate, exterior windows, doors, and storefront systems. 1.4.1.6 Inspect, analyze, existing roof systems, including but not limited to, existing framing and decking system, miscellaneous support members, equipment loads, and uplift bracing. 1.4.1.7 Inspect and provide written report and certifications, as directed, for existing exterior sports venues, such as stadium bleachers, grandstands, goal posts, elevated walkways and lighting support elements. 1.4.1.8 Inspect and provide written reports and certifications, as directed, for existing and/or replacement of support structures for mechanical/electrical equipment. 1.4.1.9 Determine and provide work required to comply with current Codes and OCPS Design Guidelines. 1.4.1.10 Provide, as directed, inspections, reports, and remedial/repair details that may be required during miscellaneous construction activities provided under separate contracts. 1.4.1.11 Attend any meetings as directed by OCPS staff to assist in the determination and/or direction of structural design criteria for any existing or new OCPS Building or Structure, built or renovated. 1.4.1.12 Review original plans, as-built drawings, and details to determine the configuration of each exterior assembly. 1.4.1.13 Review facility maintenance reports, and, as required, interview facility personnel. 1.4.1.14 When directed, provide peer review of Phase II and Phase III design phase document submittals prepared under separate contract, including specifications, plans, and reports. Comments shall be provided in both .DWF (Autodesk Design Review program) and PDF formats for each phase tasked. The Consultant shall meet with OCPS to discuss findings of peer review for each design phase tasked. 1.4.2 Testing 1.4.2.1 Perform, by approved industry methods, testing required in order to diagnose existing structural-related conditions, as required to complete assigned tasks. 1.4.3 Condition Report Preparation 1.4.3.1 Prepare a condition report that shall include, but is not limited to, background information, methodology used to evaluate condition of in-place structural systems and opinion of probable cause, basic options for repair/renovation, opinion of probable cost, and photographic documentation of conditions. 1.4.4 Design Phase 1.4.4.1 Participate in a project kick-off meeting with OCPS to develop schedule, review scope, and identify deliverables. 1.4.4.2 Prepare and/or oversee the preparation of plans and specifications, and supervise the work to implement the repairs. 1.4.4.3 Evaluate compatibility of materials and assemblies and continuity and appropriateness of structural engineering system designs, including roofing, cladding, substrates and fenestration systems to verify compliance with Owner requirements. 1.4.4.4 Prepare and/or review design plans and technical specifications. 1.4.5 Cost Estimating/Value Engineering 1.4.5.1 Assist in review of cost estimates relating to tasks performed. Provide, as applicable, cost or value engineering recommendations for review by the Owner. 1.4.6 Submittal and Shop Drawing Review 1.4.6.1 Review submission of product submittal documents, including shop drawings for roofing, wall cladding, fenestration systems, and other structural-related documents, as required by the contract documents, for compliance with plans and specifications. Comments shall be provided in a spreadsheet-style report for review. 1.4.7 Construction Contract Administration 1.4.7.1 Participate in a project kick-off meeting to review project schedule, coordination with the other trades, and pertinent information. 1.4.7.2 Attend progress meetings as directed by OCPS project manager. 1.4.7.3 Provide a schedule of the number of site visits required to perform periodic construction observation of building enclosure system installations to determine compliance with contract documents. Schedule and site visits shall be coordinated with the Construction Manager/Contractor's project schedule. 1.4.7.4 Perform periodic construction observation of structural component installations to determine compliance with the contract documents. Provide a report for each site visit performed. Document observations and discussions. Maintain an action list of all building envelope outstanding deficiencies and actionable items. 1.4.8 Closeout Phase Services 1.4.8.1 Review closeout documentation, as follows: 1.4.8.1.1 Final Payment Application. 1.4.8.2 Provide to Owner all structural-related documents. 1.4.9 Warranty Phase Services 1.4.9.1 Attend and participate in 11-month warranty inspection meetings. 1.4.9.2 Create and issue meeting minutes, and distribute within 48 hours of meeting close. 1.4.9.3 Include any non-compliant findings and photographic documentation. 1.5 The Consultant may be directed to perform peer review of new Elementary School, K8 School, Middle School, and High School Prototypes and for non-prototype projects such as, but not limited to, Post-Secondary, Technical College and Area Maintenance Facilities, the Consultant shall provide the following minimum services and deliverables applicable to the assigned OCPS tasks: 1.5.1 Design Phases - New Prototypes and Non-Prototype Projects 1.5.1.1 Review the project schedule for phased document review, field services, milestones, and deliverables. 1.5.2 Design Review 1.5.2.1 Evaluate compatibility of materials and assemblies and continuity and appropriateness of structural system designs, including, but not limited to, roofing, cladding, substrates and fenestration systems, to verify compliance with Owner requirements. 1.5.2.2 Determine work required to comply with current Codes and OCPS Design Guidelines. 1.5.2.3 Provide peer review of design phase document submittals, including specifications, plans, and reports. Comments shall be provided in both .DWF (Autodesk Design Review program) and PDF formats for each phase tasked. 1.5.2.4 Review design plans and technical specifications. 1.5.2.5 Meet with OCPS to discuss findings of peer review for each design phase tasked. 1.5.2.6 Work in concert, with the structural engineering consultant retained by the AE. 1.5.3 Cost Estimating/Value Engineering 1.5.3.1 Assist in review of cost estimates relating to tasks performed. Provide, as applicable, cost or value engineering recommendations for review by the Owner. 1.5.4 Submittal and Shop Drawing Review 1.5.4.1 Review submission of product submittal documents, including shop drawings for structural steel members, concrete tilt-wall panels, roof framing, wall cladding, fenestration systems, and other structural-related documents, as required by the contract documents, for compliance with plans and specifications. Comments shall be provided in a spreadsheet-style report for review. 1.5.5 Construction Contract Administration 1.5.5.1 Participate in a project kick-off meeting to review project schedule, coordination with the other trades, and pertinent information. 1.5.5.2 Attend progress meetings, as directed by OCPS project manager. 1.5.5.3 Conduct pre-installation meetings; perform quality control inspections, and test materials and products during construction. 1.5.5.4 Review shop drawings and submittals to identify potential problems, and recommend solutions before installation. 1.5.5.5 When directed, provide a schedule of the number of site visits required to perform periodic construction observation of building enclosure system installations to determine compliance with contract documents. Schedule and site visits shall be coordinated with the Construction Manager/Contractor's project schedule. 1.5.5.6 Perform periodic construction observation of structural system installations to determine compliance with the contract documents. 1.5.5.7 Confirm that all structural systems are properly installed, in accordance with design and submittal documents, code requirements, manufacturers' specifications, and industry standards. 1.5.5.8 Provide photographic and written documentation for each site visit performed. Document all observations and discussions. Maintain an action list of all building envelope outstanding deficiencies and actionable items. 1.5.6 Closeout and Warranty Phase Services 1.5.6.1 Review closeout documentation as follows: 1.5.6.1.1 Final Payment Application. 1.5.6.2 Attend and participate in 11-month warranty inspection meetings. 1.5.6.3 Include any non-compliant findings and photographic documentation. 1.5.6.4 Assist OCPS onsite with reviewing/approving all completed warranty repair work. 1.6 When required by OCPS, the Consultant shall function as the lead structural engineer on services for, but not limited to, prototype and non-prototype projects, comprehensive projects, Capital Renewal, District-wide Capital projects, small ancillary and maintenance structures, retaining walls, parking structures, enhanced hurricane protection area projects, post storm structural analysis and latent defect assessment. 1.6.1 Design Phases 1.6.1.1 Review the project schedule to establish field services, milestones, and deliverables. 1.6.1.2 Determine work required to comply with current Codes and OCPS Design Guidelines. 1.6.1.3 Schedule field visits as required to establish conditions and confirm the scope of work. 1.6.1.4 Verify, as applicable, as-built drawing information, field conditions and/or existing reports 1.6.1.5 Provide design plans and technical specifications at document phasing milestones as determined by OCPS. Plans and technical specifications shall fully document the scope of work. 1.6.1.6 Provide code compliant construction documents sufficient to obtain permits. 1.6.2 Cost Estimating/Value Engineering 1.6.2.1 Provide phased cost estimates as required by OCPS. Provide, as applicable, value engineering recommendations for review by the Owner. 1.6.3 Bidding and Negotiations 1.6.3.1 Provide addenda and responses to all pre-bid RFI's. 1.6.3.2 Participate in negotiations, assess bids, Contractor's general conditions and requirements and review value-engineering recommendations. 1.6.4 Submittal and Shop Drawing Review 1.6.4.1 Review submission of product submittals, shop drawings and technical specifications for compliance with construction documents. Comments shall be provided in a spreadsheet-style report for review. 1.6.5 Construction Contract Administration 1.6.5.1 Participate in a project kick-off meeting to review project schedule, coordination with the other trades, and pertinent information. 1.6.5.2 Attend progress meetings, as directed by OCPS project manager. 1.6.5.3 Conduct pre-installation meetings; perform quality control inspections, and test materials and products during construction. 1.6.5.4 Review shop drawings and submittals to identify potential problems, and recommend solutions before installation. 1.6.5.5 When directed, provide a schedule of the number of site visits required to perform periodic construction observation of structural work to determine compliance with contract documents. The method of contractor selection has not been determined at this time.
