he City of Mineral Wells is looking to establish a long-term vision for the future of the City and is seeking proposals from qualified consultant firms to assist on this task. The Comprehensive Plan will include, at a minimum, a land use plan and a thoroughfare plan and will guide the development of the City of Mineral Wells for the next 20 years. Elements that are important for consideration include parks and natural areas, housing, community facilities, downtown and other areas of focus, infrastructure, fiscal analysis and community branding/identity. The study will include a thorough and comprehensive community engagement process that will involve the advisory committee, key stakeholders, members of the public, and more. The Comprehensive Plan will establish a framework of highly actionable items, policies and programs intended to guide the implementation of the proposed improvements and ensure a sustainable growth of the City of Mineral Wells. One (1) electronic document in a single, fully bookmarked PDF Format not to exceed 30 pages (excluding covers, table of contents and cover page). Proposals are expected to be delivered by email to Tony Allender as noted below. In the event that the electronic submission of qualifications exceeds 10MB the Consultant Team may opt to provide a link for download. It is the responsibility of the Consultant Team to ensure that instructions for transfer/download are clear and/or transfer is received from a reliable site. Any amendments to the RFP will be posted on the City of Mineral Wells website. Work on the project is anticipated to begin in May 2022, and to be completed within (12) twelve months of Notice to Proceed. The City of Mineral Wells reserves the right to extend and/or expand the scope of this contract, subject to The City of Mineral Wells City Council approval and funding availability. The method of contractor selection has not been determined at this time.
