The Upper Brushy Creek Water Control and Improvement District (District) issues this Request for Qualifications (RFQ) to gather submissions from consultants regarding their ability to (1) create a Strategic Communications Plan and (2) implement portions of the plan including the creation of associated materials. Final Date to submit Questions: April 1 Responses to Questions Posted: April 6 Potential Interviews Held April 26th afternoon Consultant Selected/Notified May 1st Anticipated Board Meeting for Contract Approval May 19, 2022, at 4pm The Strategic Communications Plan is intended to guide the District's education, outreach, and critical communications to the varied stakeholders throughout the District. Education and outreach topics include, but are not limited to, risk communication regarding dam safety, explanation of regional flood risk mitigation and its limitations, and increasing awareness of the District, its purpose, and efficient use of tax dollars, etc. The District is seeking a consultant (or consultant team) to manage and oversee implementation of the scope of work including creating the Plan and content, graphics, etc. associated with implementing the Plan. Firms are encouraged to bring on subconsultants if it will provide the best value and service in meeting the desired expertise and qualifications. The selected firm will serve as an extension of District staff. The District expects to see concepts and drafts as plans and materials are being created to allow staff to collaborate, provide feedback, and make revisions on the fly. The method of contractor selection has not been determined at this time.
