CONTRACT INFORMATION: a. This contract(s) is being procured in accordance with 40 Chapter 11 Section of Architects and Engineers and Public Law (PL) 95-582. formally known as the Brooks A-E Act as implemented in FAR Subpart 36.6 and FAR 19.503, Reserves. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Task orders will be awarded in accordance with FAR 36.6 and FAR 19.504(c), orders under a reserve. b. The Government intends to award one (1) unrestricted MATOC with a small business reserve. The Government will acquire a target of six (6) A-E IDCs under one (1) MATOC with a total shared capacity of $100M. At least three (3) will be awarded to the SB Reserve and at least three (3) will be awarded to complete the target of six (6) IDCs for this acquisition. The ordering period shall not to exceed one five (5) year base period, and two (2) twelve-month options. Rates will be negotiated for each 12-month period of the contract (e.g., the base will have five 12-month periods, and each option will have one 12-month period). c. Task orders will be awarded in accordance with FAR 19.504(c), Orders under Reserves and USACE Policy Alert 21-013, "Updated Procedures for the Selection of Task Orders on ArchitectEngineer Indefinite Delivery Contracts (IDCs)", dated 14 April 2021. When a task order is to be awarded under a MATOC, the Contracting Officer shall notify all A-E firms within the MATOC pool of the task order requirement through a TORN. The TORN shall include a short summary of the scope of work, selection criteria, and a request for supplemental information tailored to the specific task order requirement. Firms within the SB reserve will compete amongst each other when task orders are issued to the reserve at the discretion of the Contracting Officer when the conditions in FAR 19.502-2 are met at the time of the order. Should FAR 19.504(c) and the Brooks Act not be met, the task order will be solicited to all IDC holders. Information requested in the TORN is intended to supplement existing SF330 information and as such will focus on information required to effectively evaluate each firm relative to the specific task order requirement. The Contracting Officer will give each firm sufficient time as is necessary under the circumstances to submit the supplemental information. Typically, given the focused nature of the request, most information should be able to be provided within five days. A task order selection board shall be utilized. Using the selection criteria specified in the TORN, the selection board will evaluate the SF330s on file and responses to the Task Order Questionnaire to determine the most highly qualified firms for the specific task order AE Synopsis RFP No. W518EA22R0012 Page 2 of 10 requirement. d. IDC Contracts awarded as a result of this announcement will be administered by the ECSO, SWF for use on DHS projects nationwide. Task Orders under the resultant MATOC may be awarded by USACE Districts for projects anywhere in the U.S. or its territories or possessions. e. The anticipated MATOC will provide a full range of architectural and engineering services for planning, design, and construction phase services. Task orders could range from small ($2,500 - $250K) to large ($5M - $15M), with the average task order ranging from $500K - $5M. f. The North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services. The Small Business size standard for this NAICS code is $16.5million average annual revenue. g. The firm must be capable of responding to and working on multiple task orders, typically no more than 3, concurrently. h. Other than U.S. small business offerors must submit a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9, DFARS 252.219-7003, DFARS 252.219-7004 (if the offeror has a comprehensive subcontracting plan), and DFARS PGI 219.705-4, and may use the DOD Checklist for Reviewing Small Business Subcontracting Plan as a guide. The Small Business Subcontracting Plan is not required until a firm is requested to submit a price proposal. It is not a requirement for the initial response to the synopsis. The socio-economic dollars must be equal to or greater than the commitments proposed in the Small Business Participation Plan, referenced in paragraph 3.(f), FACTOR 6 - SMALL BUSINESS PARTICIPATION below. It is the Government's expectation that the percentages will be met. Failure to meet or exceed the percentages without sufficient justification in terms of the good faith efforts applied may result in the offeror paying liquidated damages to the Government IN ACCORDANCE WITH FAR 52.219-16 "Liquidated Damages - Subcontracting Plan" and a CPARS rating less than satisfactory. Small businesses specifically identified in the SBPP must be listed in any Small Business Subcontracting Plan. Failure to submit an acceptable Small Business Subcontracting Plan may result in the offeror's ineligibility for award. i. In accordance with FAR 4.1102(a), offerors are required to be registered in the System for Award Management (SAM) at the time their offer is submitted in order to comply with the annual representations and certifications requirements. If the offeror has not registered in SAM by the date and time this synopsis closes, their offer shall be considered unresponsive and shall not be considered further. Interested parties may register at www.sam.gov. 2. PROJECT INFORMATION: a. The ECSO and SWF, U.S. Army Corps of Engineers requires the services of Multi-discipline AE firms to primarily support the vertical facilities portfolio of DHS clients nationwide. A-E Services are expected for, but not limited to: topographical survey, geotechnical investigation, miscellaneous engineering investigations, feasibility studies, cost engineering, project management services, architectural and engineering consulting, multidiscipline architecturalengineering design services requiring registered professional engineers, development of Design Bid Build (DBB) and Design Build (DB) requests for proposal, engineering services during construction (also called construction phase services), and technical support for the agencies under Department of Homeland Security (facility types include: Border Patrol Stations, Highway Checkpoints, Detention facilities, Processing Centers, Housing Facilities, Training Facilities, Administration Facilities, Vehicle Maintenance Facilities, Drug Seizure Vault, Communication AE Synopsis RFP No. W518EA22R0012 Page 3 of 10 towers, Forward Operating Bases, Hangers, and other DHS Facilities). Specific work may consist of: (a) Rehabilitation of existing facilities(incl design analysis, specifications, plans) (b) Design of new facilities or utility systems of various types, sizes, and complexities. (c) Engineering services during construction including shop drawing review and preparation of O&M manuals. (d) Value Engineering studies, recommendations, and conferences (e) Preliminary Designs and Charrettes, including Project Requirements Documents with Parametric Estimating (f) Sustainable design utilizing the Guiding Principles for Sustainable Federal Buildings (g) Application of Anti-Terrorist/Force Protection criteria (h) Cost engineering using Micro-Computer Aided Cost Estimating System (MCACES) The method of contractor selection has not been determined at this time.
