The City of Santa Monica, (referred to hereafter as "the City") is inviting proposals from qualified persons or firms (Proposers) interested in providing professional services for the 2022 Recycled Water Master Plan (Master Plan). The intent of the Master Plan is to assist the City in establishing a road map for future recycled water distribution system infrastructure development to serve both non-potable and potable reuse applications. Treated water or GRRP diluent water produced by SMURRF will blend in the distribution system with AWTF-produced advanced treated recycled water. The blended water will primarily be used for groundwater replenishment through injection wells. Remaining water will be used for non-potable reuse applications (e.g., irrigation and dual plumbed buildings) throughout the City. SWIP's operating permit for non-potable reuse requires implementing a new recycled water ordinance into the City's municipal code regulating the use of recycled water throughout the City. A draft ordinance is currently in development, and final ordinance incorporation into the municipal code is planned for early summer 2022. Operation of the SWIP is planned to begin fall 2022. Two major redevelopment projects within the City are anticipated to increase demand for recycled water. First, the California Department of Housing and Community Development's Regional Housing Needs Allocation required the City provide approximately 9,000 new affordable housing units over the next 8 years. The 6th Cycle Housing Element (2021 to 2029), included in Appendix C, includes a suitable sites inventory identifying sites with high potential for becoming future housing sites. Second, the Santa Monica Airport and Airport Business Park are anticipated to be redeveloped into a residential/mixed-use master plan, including a large community park by 2030. Servicing these redevelopment projects with recycled water for irrigation and/or dual-plumbing applications is a significant driver for the development of this Master Plan. An assessment of potential recycled water demands and ability to meet demand for these projects have not yet been completed.
