SCOPE OF WORK The objective of this RFP is to seek proposals for GIS consulting for the Authority. Project Description and Scope of Services: The Raleigh-Durham Airport Authority's GIS program is housed under the Authority's Information Services division. Emerging from the CAD department, the GIS program has been built from the ground up over the last 17 years to include a wide variety of basemap, imagery, infrastructure, asset and airfield related data. The Authority has a three-tier server structure utilizing ArcGIS Enterprise and a federated Portal for ArcGIS for production and maintenance of a robust centralized SQL geodatabase. ESRI software products are currently at version 10.7.1. The GIS program primarily serves the Authority's internal business processes and airport operations, but liaisons heavily with outside consultants/contractors, tenants, business partners, utility providers, local municipalities, various governmental agencies and occasionally the general public. The GIS is poised to not only expand its repository of data, but also its utilization across the organization through web-based applications and systems integrations to enhance customer service and data delivery for making more informed decisions. The Authority is seeking a consultant to provide GIS Services that may include, but are not limited to the following: GIS Planning Services a. GIS program roadmap development including strategic plan(s), needs assessment, implementation plan(s), user requirement analyses, feasibility studies; and b. Technical user guides, manuals and reports; and c. General recommendations of emerging technologies aligning with organizational and program vision both short-term and long term GIS Data Development, Inventorying and Conversion Services d. Integrate FAA AGIS data into existing GIS data structure in a compatible and functional manner; and e. Digitize/create/edit points, lines, polygons; enter/update attribute information, metadata; and f. Quality Assurance/Quality Control (QA/QC), data migration and conversion from various sources; and g. Utility network inventorying GIS Application Development, Integration and Implementation Services h. Develop and support geospatial system design and architecture, custom web-based GIS applications, GIS services; and i. Develop/customize GIS desktop and/or commercial off-the-shelf (COTS) applications, products or components; and j. Provide technical leadership and guidance to establishing integration requirements and possible integrations with Authority legacy software platforms GIS Technical Services k. Geospatial analysis, geospatial modeling, model development, scripting, workflows, training for GIS and/or non-GIS staff; and l. Database creation and management in both test and production environments using best practices, industry standards and ESRI data model(s); and m. Support with mobile data collection and distribution platforms; and n. Cartographic, visualization, map production support; and o. Software and server updates/upgrades, technical troubleshooting/resolution; and p. Integration of GIS Enterprise System with other third-party systems; and q. Content creation and administration of Portal for ArcGIS and/or AGOL; and r. Adhoc staff augmentation GIS Policies, Procedures, Documentation s. Creation and/or revision of CAD standards (Civil and 3D), BIM standards, and GIS standards following industry best practices; and t. Data distribution policies, accuracy disclaimers, and system management documentation.
