**As of May 4, 2022 project was cancelled for good.** THE CITY OF OAKWOOD will accept bids for construction of the 2022 SIDEWALK, CURB AND DRIVEWAY APRON PROJECT according to this Project Manual prepared by the City of Oakwood The project primarily involves removing and replacing concrete including, but not limited to, sidewalks, curb, driveway aprons and concrete pavement as marked by the City within the project area and at various other locations throughout Oakwood. The 2022 project generally includes work in the western section of the city (See map on page 00020-3). The City may also require the Contractor to perform work in other areas of the City. Contractors bidding on this job must be licensed by the city of Oakwood, and, unless otherwise approved by the City, must be able to start the project within six weeks of the award date. The City requires that Oakwood property owners pay for the repair of the sidewalk on their frontage. This is accomplished in one of two ways: 1) The property owner makes repairs themselves or hires a private contractor to do the work; or 2) The property owner allows the City to have the work done under this SIDEWALK, CURB AND DRIVEWAY APRON PROJECT and the City then bills the property owner for the expense. The property owners have until June 16, 2022 to accomplish the work themselves or with their private contractor. After June 16, 2022, all unfinished work will be included under this contract. From past experience, the vast majority of Oakwood property owners allow the work to be done under this City contract. Contractor may not begin work on the residents' sidewalk until June 16, 2022 and all work on the entire project should be completed by August 12, 2022, unless otherwise approved by the City. Of the 20,575 square feet total sidewalk in the bid, the residents' sidewalk quantity is estimated at about 15,200 square feet. All of the residents' sidewalk is in the area referenced in paragraph 2 above. The stated work schedule will be an important consideration in the bid evaluation. Contractors are strongly advised to personally inspect the project area prior to bidding to become familiar with the project requirements. Also, contractors should carefully read this Project Manual before submitting a bid. The total estimated project quantities are reflected on the bid form. The cost of maintaining traffic is to be included in the cost bid for each work item. Past experience has shown that a small portion of the work in the project area described above is done by homeowners or private contractors prior to the City Contractor beginning work. Also, the City may add some additional work to the project. Therefore, the final project quantities will likely be somewhat higher or lower than those reflected on the bid form. Bids shall be unit price with one (1) Base Bid and several Additional Unit Prices. The City will consider the Base Bid and Additional Unit Prices, and the stated "estimated start date" and "time of completion" in determining the lowest and best responsible bidder. Bidders must include an estimated start date and time of completion in calendar days in the appropriate block on the bid form. Bid security in the amount of 10% of the base bid is required to accompany bids. (See Document 00700, Section 5, 6 & 7, herein, for additional information on bid preparation and submission). To be considered qualified to bid on this project, the contractor must have completed, within contract time schedules, projects of similar character and scope. The successful bidder shall have demonstrated crew strength capabilities which will allow for an efficient and timely operation. The City reserves the right to reject any or all bids and to waive irregularities in the bids and in the bidding. Bidders are hereby advised that all bidding procedures shall be governed by Chapter 145 of the Codified Ordinances of the City of Oakwood, Ohio. In the event of any conflict between this project manual and the provisions of Chapter 145, said Chapter will control **Bona fide general contract bidders may secure a copy ofthe Bidding Documents from the Public Works Department for a non-refundable fee of $40. There is no fee ifthe documents are emailed.
