The City of Santa Monica, (referred to hereafter as the City) is inviting proposals from qualified persons or firms (Proposers) interested in providing professional services for the 2022 Domestic Water & Sanitary Sewer Master Plan Updates (Master Plans). Question Submission Deadline:April 14, 2022, 3:00pm Question Response Deadline:April 28, 2022, 5:00pm The City provides drinking water, wastewater collection, and recycled water services to residents and other users within its boundaries. The City currently services approximately 18,000 metered customers with a current average annual water demand of approximately 11,600 acre-feet per year (AFY). Water consumption by customer type is approximately: 65.8% Residential 29.1% Commercial/Institutional 3.7% Landscape/Irrigation 0.8% Recycled Water 0.06% Fire Service The City responded to the statewide emergency drought conditions in 2015 with an aggressive water conservation effort that yielded a 20 percent decrease in water demand. This decrease in demand will continue as additional conservation programs are implemented. Approximately 50 to 60% of the Citys current water supply is derived from local groundwater resources, with the remainder supplied by imported water from the Metropolitan Water District of Southern California (MWD). The City intends to become water self-sufficient by 2023 through a combination of demand reduction, water conservation and efficiency programs, and the addition of local water supplies as outlined in the Citys 2018 Sustainable Water Master Plan Update (SWMP) included in Appendix A. The major benefits of the Citys goal to achieve water self-sufficiency includes: Long-term cost benefits to ratepayers by maximizing local water resources Provide a more sustainable and drought-resilient water supply through a diversified water supply portfolio Reduce the Citys water supply energy footprint through conservation and locally sourced water supplies The updated and refined SWMP was adopted by City Council on November 27, 2018. The SWMP includes the following key components to achieve water self-sufficiency. Component 1 - Continuing and increasing water conservation efforts to permanently reduce water demand (approximately 3,100 AFY in water demand reduction) Component 2 - Develop sustainable and drought resilient alternative water supplies (approximately 1,680 AFY) Component 3 - Expand local groundwater production within sustainable yield limits (approximately 2,100 AFY) The primary objective of the 2022 Domestic Water and Sanitary Sewer Master Plan Updates is to update the hydraulic models to compliment the 2018 SWMP Update and the Citys recently adopted 6th Housing Element. Prevailing Wage Proposers are hereby notified that pursuant to provisions of Section 1770, et seq., of the Labor Code of the State of California, the Contractor shall pay its employees the general prevailing rate of wages as determined by the Director of Department of Industrial Relations. In addition, the Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to apprentice public works contracts. No consultant or sub-consultant may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No consultant or sub-consultant may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The method of contractor selection has not been determined at this time
