Cecil County, Maryland is requesting proposals and/or presentations that specialize in Construction Management & Inspection Services according to Chapter 92 of the Cecil County Code and specifications as stated within the Scope of Work from qualified firms, individuals, etc. having specific experience identified in the Request for Proposal (RFP). The objective of this Request for Proposal (RFP) is for Cecil County, Maryland to select a VENDOR(s) for Construction Management & Inspection Services as described in the specifications attached and any Federal, State and Local requirements. It is the intent of the Cecil County, Maryland to execute an agreement with the most qualified team that presents an economically viable proposal. To that end, Cecil County, Maryland supports and encourages the formation of teams that maximize the qualifications of the respondents in all aspects. The composition of the Respondent's team or team configuration shall be clearly defined and stated within the proposal. The vendor shall be selected according to Best Value as determined by a select County Evaluation Committee. All vendors are encouraged to familiarize yourself with any solicitation the County advertises. The opening place, due date and time are stated herein. Schedules for site inspections and or pre-proposal conferences, if required, are also noted. Familiarize yourself with the instructions to vendors, check off list, specifications, qualifications, mandatory terms and conditions, proposal work sheet, experience questionnaire, plans (if any) and site conditions. Questions must be received by 3:00 p.m. on April 8, 2022 Five (5) Hard copy submittals (Mandatory): Prospective packages shall be submitted in a sealed envelope clearly marked in the lower left-hand corner RFP-23-04 CONSTRUCTION MANAGEMENT& INSPECTION Services. Hard copies shall be delivered via commercial carrier of your choice (i.e.: USPS, UPS, FedEx, etc.) no later than April 26, 2022. Failure to submit hard copies by the April 26, 2022 deadline shall result in proposal being non-responsive. Hand delivery proposals will not be accepted. Hard copies shall be addressed to: Cecil County, Maryland Attn: Purchasing 200 Chesapeake Blvd. Elkton, Maryland 21921 All proposal material submitted will become the property of Cecil County, Maryland. The only information available after the proposal opening will be the names of the Contractors submitting proposals, proposal opening is closed to the public. No facsimile of proposals will be accepted. Cecil County Department of Public Works is seeking comprehensive engineering services to provide construction management and inspection services. The scope of work will include, but not be limited to: 1. Review contract documents and provide constructability review. 2. Inspection of various water and wastewater projects throughout the County. 3. Inspection of various paving projects throughout the County 4. Inspection of various bridge rehabilitation and replacement projects throughout the County. 5. Inspection of various highway reconstruction projects throughout the County. 6. Inspection of various land development projects throughout the County. 7. Inspection of various storm drain, stormwater management, stormwater retrofit and rehabilitation projects throughout the County. 8. Geotechnical inspection including, subgrade inspection, soil testing, soil compaction tests, asphalt compaction tests, and excavation and shoring inspection. The selected firm will supply all necessary equipment and materials. 9. Material testing and approval including fill, aggregate, asphalt, geosynthetic, and concrete testing. 10. On-site manufacturing inspection for precast concrete products and steel fabricated products. 11. Survey to verify site conditions, verify excavation and fill quantities, asbuild drawings, etc. The method of contractor selection has not been determined at this time.
