DASNY seeks proposals from consultants to provide a continuum of unified, professional services and construction contracting in order to implement a program of energy related improvements and upgrades to various facilities on a statewide basis. This program is designed to benefit all of DASNY's clients with a particular emphasis on City University of New York (CUNY) projects. Projects undertaken as part of this program are intended to meet one or more of the followinDg objectives: 1. a net decrease in energy consumption; 2. a net reduction in sulfur dioxide, nitrogen oxides and carbon dioxide for fossil fueled equipment; 3. a net reduction in energy costs over the life of the project; and 4. any criteria determined by DASNY to be consistent with the intent of this agreement. It is DASNY's intent to enter into term contracts with one or more firms to provide the services noted above, specific projects will be identified over the course of the contract term. CR Number: 2085146 Interested firms must be able to demonstrate experience with design and construction of energy systems as well as the ability to meet the contractual requirements. Interested firms must: (1) have experience providing design, construction and construction management services under a 'guaranteed energy savings' contract structure; (2) have experience implementing energy performance projects for private and/or public sector clients; (3) employ experienced staff with thorough knowledge of their area(s) of expertise; (4) employ experienced staff with thorough knowledge of their area(s) of expertise; and (5) possess the required Certificate of Authorization to provide engineering services in New York State from the State Education Department or has a sub-consultant that possess the required Certificate. DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this EOI, and consistent with Article 15A and 17B of the Executive Laws, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Pursuant to Executive Order No. 170.1 - Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 - NYS Vendor Responsibility Questionnaire and Executive Order No. 192 - Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination In accordance with State Finance Law 139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
