Town of Stellarton requests proposals for a Universal Water Metering Program and the supply and installation of water meters with an Automated Meter Reading (AMR) and/or Advanced Metering Infrastructure (AMI) systems. The project consists of installation/retrofit of approximately 119 existing and unmetered commercial accounts, and 1492 new residential accounts. This is hereinafter referred to as the Universal Water Meter Installation Project. Submissions are to include a list of experience on similar projects and descriptions as to how the proponent would handle administration, meter supply and installation, and overall project management. It is the intent of any information given in this document to identify in general terms, the type of services required by the Town of Stellarton. Proponents wishing to send or deliver a Proposal submission in paper format to the Town must submit One (1) original, two (2) copies and one (1) electronic copy (USB flash drive) of the Technical Proposal and one (1) original and one (1) electronic copy (USB flash drive) of the Cost Proposal (in a separate sealed envelope) in a sealed package and be clearly marked with the Request for Proposals number and titled: "Universal Water Meter RFP". The Proponent's name and full mailing address must be clearly marked on the outside of the response envelope. Schedules A and C must be completed and signed by a person authorized to sign on behalf of the Proponent and authorized to bind the Proponent to any statements made in response to this RFP. Emailed and faxed Proposals will NOT be accepted. Any Proposal received after the Closing Time, or other than in the manner specified, will be considered disqualified and will be returned, unopened, to the Proponent. The Town of Stellarton reserves the right to waive technicalities, reject any or all bids, or any portion thereof, to advertise for new proposals, to proceed to do the work otherwise, or to abandon the work, if in the best interest of the Town. The Town of Stellarton reserves the right to request clarification of information submitted and to request additional information, if required. All costs associated with the presentation of the proposal and any supplemental information shall be borne solely by the bidder and shall not be passed on to the Town under any circumstances. The Town of Stellarton reserves the right to cancel the contract immediately upon written notice, if, in the opinion of the Town, the successful Proponent is not fulfilling the terms, conditions and specifications of the contract. All fees will be paid up to the date the work terminates, based on the work plan submitted and actual work completed. Construction is to be completed by the end of 2022. Proponent agrees this amount may be forfeited as liquidated damages in the event that the proposal is withdrawn after closing, or the proponent fails to comply with any other provisions of this proposal. The bid bond shall be returned to the unsuccessful Proponent(s) after a Contract has been signed with the successful Proponent. The successful bidder, as set out in the Instructions to Bidders, shall provide within ten (10) days of the award of Contract, a performance Bond and Materials and Labour Bond, each in the amount of fifty (50%) percent of the tendered sum, on the forms provided by and acceptable to the owner, the cost to be included in the Tender price.
