This Request for Qualifications (RFQ) is to obtain Planning services for the development of a facility master plan at the Southeastern Correctional Institution (SCI) in Fairfield County, Ohio. The Ohio Department of Rehabilitation and Correction's (ODRC) facility houses more than 1,500 offenders with the majority of these offenders being Level 1 and Level 2 offenders. The facility was established as a State adult correctional facility in 1980. The facility was first developed as a youth correctional facility in the 1850s. While many of the original youth correctional facility buildings have been replaced, there are several buildings within or surrounding the secured facility from the time period as a youth correctional facility that date from the 1880s and early 1900s. It is situated on approximately 1,400 acres, with approximately 30 of these acres confined within the campus' secure perimeter. The facility has two buildings currently listed on the National Register of Historic Places. Both are located outside of the secured facility but within close proximity to the existing perimeter fence. ODRC desires to create a long-range plan for how to manage and support the facility in a manner that best fits the needs of the staff and offenders while also incorporating the initiatives and recommendations provided in the 2015 Strategic Capital Master Plan (SCMP). The long-range plans should also take into consideration the historic architecture and/or archaeology of the site and buildings currently registered on the National Register of Historic Places. The facilities were also documented as part of Multiple Properties Documentation report that was reviewed by Ohio Historic Preservation Office (OHPO) and has been filed with the National Park Service. As potentially historic properties and per ORC requirements, the OHPO may review facility recommendations, especially demolition of buildings.
