Pierce County seeks consulting services to prepare a Capital Facilities Plan and Environmental Impact Statement (EIS) as part of an integrated Comprehensive Plan update and periodic review. The periodic review is required to be completed by June 2024 in accordance with state law. A draft schedule for the full project is shown in Attachment 1. To help stay on schedule, the Consultant should plan to meet regularly with County staff. Public engagement for this effort will be conducted by Pierce County staff consistent with the Public Participation Plan developed for the periodic review. The plan is designed to provide opportunities for meaningful participation throughout the process. The Consultant will need to attend some public and legislative meetings as part of their duties and to supply with County with content for some engagement materials. Geographic Information Systems (GIS) services will be provided by both the County and the Consultant for this project. County GIS analysts will assist in the preparation of the Capital Facilities Plan, with guidance and direction from the Consultant. The Consultant will primarily provide GIS services for the EIS. At the end of the of project, the County will take ownership of any files used to provide or support content in the Comprehensive Plan or Capital Facilities Plan. The consultant will create a consolidated inventory of existing public capital facilities and their capacity. This includes facilities such as: water, wastewater, surface water management, solid waste, parks, ferries and recreation, transportation, emergency response, schools, libraries, courts, and general government. Maps showing the location of these capital facilities will be developed by Pierce County GIS staff at the direction of the Consultant. The inventory will be compiled primarily from existing documents and records as well as outreach to other public entities that provide services within the County such as water districts, fire districts, or school districts. The Consultant will create a list of resources needed to complete the inventory. Pierce County staff will assist the Consultant in obtaining resources not available on the internet. The Consultant will prepare a list of entities for outreach and provide materials for that outreach. All questions must be submitted within the Pierce County ProcureWare software, under the Clarifications Tab not later than seven days prior to bid opening. Proposers must be registered in the ProcureWare software in order to submit questions. Instructions for Pierce County ProcureWare registration. The initial contract period to complete Phase 1 is anticipated to be one (1) year. Pierce County anticipates awarding one contract for this service. The County may extend the contract period, increase the value of the contract, and/or add scope of work for related future phases of this project. Any scope/budget changes are subject to available funding, approval, and Section 10 Modifications of the resulting agreements general conditions. CLARIFICATION DEADLINE 3/29/2022 4:00 PM Pierce County is soliciting Request for Proposals from firms interested in providing consulting services to prepare a Capital Facilities Plan and Environmental Impact Statement (EIS) as part of an integrated Comprehensive Plan update and periodic review pursuant to the Growth Management Act. The periodic review is required to be completed by June 2024 in accordance with state law. Pierce County expressly reserves the following rights: a. To waive any and/or all irregularities in the proposals submitted. b. To reject any or all proposals or portions thereof. c. To base awards with due regard to the quality of services, experience, compliance with specifications, and other such factors as may be necessary for the circumstances. d. To make the award to any vendor or combination of vendors whose proposal(s), in the opinion of the County, is in the best interest of the County. The method of contractor selection has not been determined at this time.
