Site work and new construction of a municipal facility in Brownfield, Maine. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

The Town of Brownfield is soliciting qualified firms interested in a design build project for construction of a new Public Safety Building. It is anticipated that firms may partner with other firms to ensure that the design meets the appropriate level of expertise and needs of this project. A site walk is required of all firms interested in this project. Firms with relevant experience and qualifications with these types of projects are encouraged to submit. The purpose of this RFP process is to identify the most qualified firms to support the Town of Brownfield in this important project. Following analysis of the responses to this RFP, a firm or firms will be invited for interviews conducted by an evaluation panel made up of members of the Public Safety Building Committee and the Board of Selectmen with a firm being selected for further negotiation. The firm awarded a contract for this project will provide services directed to the Town of Brownfield. The successful firm will be responsible for working with the Public Safety Committee and Board of Selectmen to provide design and construction services for a new Public Safety Building, for the purpose to prepare all relevant information in advance of seeking voter approval. Work will meet all state, federal and local guidelines and standards. A proposed conceptual floor plan is included with this RFP. Expected Deliveries: Site: A complete site evaluation process that considers all reasonable options for locating the facility at the selected site. Schematic Design: The firm shall ascertain the requirements of this project and based on the scope of work provided and prepare a concept of this project, including the proposed shape, size and type of construction. The firm will furnish a perspective of the proposed building, with elevations of all sides, which shall become the property of the Town of Brownfield. Probable cost statement: The firm shall prepare a probable cost estimate of this project and with the aforementioned information, issue a report and present it to the voters for consideration at a public hearing. The cost estimate shall breakdown the project into phases including initial design and permitting, final design, and construction. Probable Timetable: The firm shall provide a proposed schedule for the completion of each project phase, as well as a proposed final completion date. Insurance: The firm, and any applicable subcontractors it will rely upon to preform architectural, engineering, or other professional services, shall provide evidence/certificates of its available insurance coverage including commercial general liability, errors and omissions, automobile, and workers compensation. Reservation of Rights: The Town of Brownfield reserves the right to reject any and all firms or RFP's and to make inquires as may be necessary including contact of former clients to verify experience on similar projects. Nothing in this document shall require the Town of Brownfield to proceed with planning and/or any of the identified services. All partied are advised no contact for design and construction services can be undertaken until the selected proposal has been voted and approved by the citizens of Brownfield at a Town Meeting. Final Contract: Upon selection, (and assuring final citizen approval at a Town Meeting) the firm shall enter into a final contract with the Town for Design Build Services which shall incorporate these and any additional requirements reasonably determined by the Town. The contract shall provide for a guaranteed maximum construction cost and for a fix completion date.
