COMPLETED BID PROPOSAL FORMS shall be submitted in sealed envelopes upon the blank Bid Form furnished in the Construction Specifications. Sealed envelopes shall be marked: "Drainage Improvements, Ranger Schools Campus, Ranger, Texas 1842 Loop 254 E., Ranger, Texas 76470" BIDDERS should carefully examine the plans, specifications and other documents; visit the site of the work; fully inform themselves as to all conditions and matters that can in any way affect the work or the costs thereof. Prior to entering site, Bidder shall check in to Administration Office and obtain clearance to enter the site. Should a bidder find discrepancies or omissions from the plans, specifications or any other documents or should he/she be in doubt as to the meaning, he/she should at once notify the Purchasing Manager and obtain clarification prior to submitting any bid. Construction Time - Time is of the essence and all bidders are notified that the RISD requires that the contractor commits to commencing the construction immediately after classes end at the end of May, 2022 and complete the construction by the end of July, 2022. The right is reserved, as the interest of the Owner may reject any and all bids, to waive any informality in the bids received, and to select a bid best suited to the Owner's best interest. In case of ambiguity or lack of clearness in stating bid prices, the Owner reserves the right to adopt the most advantageous construction thereof, or to reject any or all bids. No bid may be withdrawn within sixty (60) days after the date on which bids are opened.
