All enquiries related to the RFP shall be directed to: Purchasing@burnaby.ca 1.1.1 The City of Burnaby ("City") wishes to engage a qualified consulting team (the "Consultant") with the appropriate experience, expertise, qualified personnel to complete an update of the City's Facilities Asset Management Plan referred to as (the 'Services'). 1.1.2 The consultant team shall be led by a Prime Consultant specializing in facilities asset management planning. Additional consultants shall be included upon recommendation by the Prime Consultant. 1.1.3 The issue of these documents does not confer any license or grant for any other purpose. 1.2.1 The City of Burnaby (the "City") is a maturing and increasingly integrated community that is centrally located within the rapidly growing metro Vancouver area. Burnaby covers an area of 99 sq. kms. with a population of more than 230,000 and is the third most populated urban centre in the province. The City features single family and high density residential areas, major commercial town centres, rapid transit, high technology research and business parks, comprehensive industrial estates and major post-secondary institutions. Burnaby has approximately 73 major civic buildings (over 265 square metres or 5000 square feet) and has in excess of 215 buildings. The total building service area is over 213,000 square metres (or 2.3 million square feet). The major City buildings include: City Hall buildings, fire halls, libraries, resource centres, daycares, police stations, recreation centres, pools, and ice arenas. Minor City support facilities range from park work sheds, washrooms, and field houses to community and heritage buildings. A summary list of the City of Burnaby buildings has been included as Attachment H. 1.2.2 To manage the City's very important facilities asset, a Facilities Asset Management Plan ("FAMP") was published in December 2016 which captured the state of the infrastructure, demand management, asset lifecycle, and levels of service along with the financial strategy necessary to meet the user demands. For reference, a copy of the FAMP has been included as Attachment I for information. The 2016 FAMP has served the City well in managing the facilities asset to date. It is in need of an update to remain current with the City's corporate strategic direction in order to effectively manage the facilities asset moving forward. The latest corporate strategic direction include: a) In the Fall 2019, the City declared Climate Emergency acknowledging the urgent need to limit the impacts of climate change. This included setting aggressive targets to achieve carbon neutrality by 2040 for City owned buildings as outlined in the City's Climate Action Framework. To meet this target, a City Facilities Low Carbon Transition Program was completed in 2021 to review the City's building infrastructure and identify greenhouse gas (GHG) carbon reduction opportunities. For information, a copy of the carbon reduction measure (CRM) master report and pathway report can be found in Attachments J and K, respectively. Email submissions could be delayed or rejected by the City of Burnaby's email security system. The onus is on the Proponent to make sure the City receives the Proposal before the closing date and time. Maximum email submission size is 50 MB. If your email submission is larger than 50 MB, please submit in multiple emails. The method of contractor selection has not been determined at this time.
