Award Details Contract Award Date: Jul 15, 2022 Contract Award Number: W911WN22C8000 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: JYHAR6UA4NH7 Contractor Awarded Name: NBT CONSTRUCTION & SUPPLY LLC Contractor Awarded Address: Monticello, KY 42633-8774 USA Base and All Options Value (Total Contract Value): $864000.00 Montgomery Locks and Dam Conductor Rail Replacement Synopsis The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for replacement of the existing conductor rail system along the dam service bridge at the Montgomery Locks and Dam, Ohio River, Monaca, Beaver County, Pennsylvania. The major features of the requirements are identified below: The overall contract scope of work consists of replacing the existing conductor rail system along the dam service bridge. The location of the existing and planned new conductor rail is within the structural framing of the service bridge, which is constructed of steel truss bridge sections. The conductor rail system is required to provide power to the dam bulkhead hoist equipment. The bulkhead hoist raises, lowers, and moves the dam emergency bulkheads along the dam, between the bulkhead storage area on the right bank abutment and any of the ten dam gate bays upstream of the dam gates. All of the materials required for the replacement system shall be provided by the contractor. The contractor is responsible for the removal of the existing system with complete installation of the new system. The new system must function as required per the plans and specs. Before the installation of the new conductor rails, the contractor shall remove the existing conductor rail system, including the collector shoe assembly and rail hangars, along the entire length of the service bridge. The performance characteristics of the new conductor rail system shall be capable for 480V service, with a total of four bars for three phases (A, B, C) and one ground. All four conductor rails shall have UV stable PVC black covers from end to end. The total length of the new system will be approximately 1400 Ft with all accessories as required. The new conductor rail system shall include a set of collector shoes for power connection to the bulkhead hoist disconnect switch. The collector shoe assembly shall be mounted on the existing roof frame of the bulkhead hoist. When installing the new conductor rail system, the contractor shall provide new support brackets that are designed to accommodate the new rail geometry and grounding bar. The contractor shall be responsible for all electrical works, which must comply with the current National Electrical Code NFPA-70. This includes the installation of wiring from the new rail system to the power source, as well as testing to verify that the new system functions as required per the contract. Items removed by the contractor shall be properly disposed or recycled as appropriate. The lock and dam are operated 24 hours a day, 365 days a year by government staff. The dam lift gates are operated as necessary to control the river upper pool level to promote commercial navigation. The contractor will not be permitted to use the bulkhead hoist or dam auxiliary cranes during the contract. Government staff will move the hoist through coordination with the contractor until the existing conductor rail is de-energized for required contract work. The work shall be completed within 420 calendar days after written Notice to Proceed. The estimated cost of the proposed work is between $500,000.00 and $1,000,000.00. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 6 April 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 238210 - "Electrical Contractors and Other Wiring Installation Contractors" and the small business size standard is $16.5 Million. In order to submit a Bid on this project, your company must- Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a unique nine-character identification number that is provided by Dun & Bradstreet (D&B) free of charge. Be registered with an active registration on the SAM website as an Entity. There is no cost to use SAM. It is MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts. Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role. Requesting a Unique Entity Identifier Number (DUNS) Requesting a Unique Entity Identifier (UEI) takes about 10 minutes. Receiving a UEI (DUNS) takes about 1-2 business days when using the D&B web form. The form for completion can be found at https://fedgov.dnb.com/webform/pages/CCRSearch.jsp. The UEI is required for the SAM Registration. SAM Registration For instructions on registering your company with SAM or to determine if your account is active, please visit the SAM Web site at https://sam.gov. At this site, registration guidance is provided or you can check on the status of your company's registration. Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process can take up to ten (10) days.
