The U.S. Forest Service plans to solicit offers for a Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated Not to Exceed (NTE) shared capacity of $5 Million. The ordering period is anticipated to be five years. The Government anticipates to award four (4) Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for road maintenance work in Tennessee. Additional awards, at Forest Service discretion, may be considered depending on Forest Service need and results of proposal evaluations. Associated with this Solicitation is the initial Task Order Requests for four orders anticipated to be awarded in conjunction with award of the IDIQ contracts. Prospective offerors are required to submit quotes for all of the initial task orders advertised with this IDIQ. Future task orders will be competed amongst the IDIQ contract awardees utilizing the procedures identified in the forthcoming Solicitation. The acquisition will be set aside for small business concerns. See attached RFP and subsequent attachments Location(s): Various FS locations throughout East Tennessee. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract SCOPE OF CONTRACT A Multiple Award Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for road maintenance services and minor construction projects on the Cherokee National Forest in eastern Tennessee. The activities covered by this contract consist primarily of road maintenance services and related repair. Work orders however may also include other minor road related construction work. The work performed may include new work, additions, alterations, or maintenance and repairs. The IDIQ will allow for services to be ordered by the Government as needed and required. It is the intent that all task orders will be competed among the IDIQ contract holders. Actions under $25,000 may be issued on a sole source basis, or to a limited number of contract holders. Other actions issued as sole source will be in compliance with the FAR's sole source or fair opportunity requirements. The IDIQ contracts will have a shared ceiling of $5 Million. All task orders and subsequent modifications will not exceed $5 Million over the term of the contracts. The FS will have the right to recompete this requirement or use other contracting methods for similar work that could fall under this IDIQ, at any point during the term of this contract. This is not a Requirements Contract. The Government is not obligated to award any task orders beyond the guaranteed minimum of $2,500. Individual task orders for services may be issued up to Simplified Acquisition Threshold. This is currently set at $250,000, but may change. Task orders that contain construction elements will be limited to $100,000. Task Orders with construction elements totaling over $35,000 will require bonding for the total task order amount. PROJECT LOCATON Work will encompass all the road systems maintained by the Forest Service in the Cherokee Nation Forest area in eastern Tennessee. This may include work on adjacent forests including the George Washington, Jefferson, Pisgah, Nantahala, and Chattahoochee National Forests when work aligns across boundaries. The majority of the work will be located within the Cherokee National Forest boundaries. Work will primarily be on Forest System Roads or Forest Recreation Area sites or trails. Each Task Order will identify the specific project location. A vicinity and project location map will be provided to the contractor with each Task Order RFP. The Cherokee National Forest has a North Zone and a South Zone. The North Zone is that portion of the forest that falls to the north of the Smokey Bear National Park, and the South Zone is that portion that falls to the south of Smokey Bear National Park. Contractors will have options for limiting their location of work, and location required to submit response to Task Orders. Options will be to choose only the North Zone, only the South Zone, or to choose both North and South Zones. Work locations may also be at remote Forest Service sites in rural/mountain locations. Locations may be in steep, narrow, and brushy areas. Access roads may be paved, gravel, or unsurfaced. Cell phone coverage may not be available; closest supply sources may be a 2-hour drive or more from the work site. Potable water, electricity, and sanitary facilities may not be available at some sites. PERIOD OF PERFORMANCE The ordering period of the IDIQ contracts will be five (5) years from the effective date of the award or when the shared ceiling of $5 Million is reached, whichever comes first.
