Site work and paving for a mixed-use development in Fairfield, Iowa. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Installation of 1900 L.F. of 8-inch watermain, trenchless, PVC, C-900, uncased; 40 L.F. of 8-inch water main, trenchless, PVC, C-900, cased; 60 L.F. of 8-inch water main, trenchless, DI, Class 52; 55 L.F. of 10-inch water main, PVC, C900 for storm sewer; 5 fire hydrant assemblies; 34 - 3/4 -inch service connections; 1,060 L.F. 3/4 -inch service line; 4 main tie-ins; 33.7 S.Y. pavement removal and replacement; 2 S.Y. driveway removal and replacement; 115.8 S.Y. sidewalk removal and 118.2 S.Y. sidewalk replacement; 1 nyloplast drainage basin; and miscellaneous appurtenant work usually associated with a water main improvement project. Time for Commencement and Completion of Work The work under the proposed Contract shall commence upon issuance of the written Notice to Proceed. The Proposed Water Main Improvements listed shall be fully completed on or before November 18, 2022. The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed. PDF copies of the Contract Documents are available without a deposit to those bidders with an email address capable of accepting 10 MB. Preference for Iowa Products and Labor By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Per City of Fairfield Resolution 3077, a 1% preference is given to local bidders Bid Security Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8. The bid security shall be 10% of the bid amount. Basis of Award or Rejection The City of Fairfield reserves the right to defer acceptance of any bid for a period of sixty (60)calendar days after receipt of bids and no bid may be withdrawn during this period. The Contract will be awarded to the lowest responsive, responsible bidder. The City of Fairfield does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction Contract Bond The Bidder to whom the Contract is awarded shall be required to furnish a Performance and Payment Bond. The form of the bond shall be as provided in the bid documents. The bond shall be with an acceptable surety company, licensed in the State of Iowa, as surety in the amount of at least one hundred percent (100%) of the Contract price as security for the faithful performance of this Contract, and payment of all persons performing labor or furnishing materials or equipment in connection with this Contract. The bonds shall cover the completed facility against any failure due to faulty workmanship, materials, or equipment. The guarantee period shall remain in full force and effect for two (2) years after final acceptance of the project by the City Council. Sales Tax The City will issue special sales tax exemption certificates to the Bidder awarded the contract to perform the work and to its subcontractors, pursuant to Iowa Code Section 422.42, (15) and (16) and Iowa Code Section 422.47 (5).
