STA reserves the right to reject any and all Proposals, to waive minor informalities and irregularities in the Proposal submission process, to negotiate with any Proposer, and to accept Proposals that are considered to be in the best interest of STA. This solicitation may be funded, in whole or in part, by the United States Department of Transportation, Federal Transit Administration (FTA). Proposers will be required to comply with all applicable FTA, Federal, state and local laws, rules and regulations.
