The Township Manager of Newtown Township, Delaware County, Pennsylvania, is accepting proposals for a one-time contract to perform certain professional (consulting) services work for Newtown Township involving the development of a Study of Feasibility for the Rail Trail, a potential greenway in Newtown Township. Attached is information relating to submitting a proposal including specific requirements, the organization of the proposal, proposal evaluation criteria, and the proposed contract. If you are interested in submitting a proposal for this work, you may obtain an RFP by contacting: Steve Bradly Newtown Township, Administrative Assistant 209 Bishop Hollow Road (610) 356-0200, x-148 bradlys@newtowntownship.org The scope of work is intended to achieve a feasibility study regarding the installation of a Trail Segment of the Rail Trail as identified on Delaware County's Primary Trail Network (#18) as explained in Section One. Anticipated activities associated with this feasibility study will include surveying, researching, planning, assessing environmental impact, economic impact, estimating, drafting, legal, publications, etc. Potential trail alignment and alternative routes will be assessed. Management and maintenance considerations will also be studied in order to address any potential issues with respect to construction, utilization and maintenance of the trail and its impact on the environment and the involved residential neighborhoods. A primary focus of this scope of work is public participation. The railroad ran through farm land when it was built in 1895, and it now runs through a residential neighborhood. The railroad bed itself is now the property of PECO, and approximately 70 individual properties are now neighbors to this parcel after the farms were developed into neighborhoods beginning in the late 1940's. A significant amount of time is dedicated to involving those neighbors in the study, sharing information regarding the Trail Segment and other trails and earnestly listening to and recording their concerns. The method of contractor selection has not been determined at this time.
