Q&A Deadline: Friday, April 1 at 1 PM (MDT) Expand the footprint of the main north parking lot, add ADA parking options, and reroute the Forest Creek trail to provide better functionality at the existing park. The proposed parking improvements were designed by Bowen Collins & Associates. The Question and Answer period closes on date and time specified on this RFP and in U3P. All questions must be submitted in writing to Charl Louw through the U3P portal during the Question and Answer period. He will work with the engineer and landscape architect to respond to the questions. The Questions and answered will be compiled into one document and posted in the U3P portal after the Question Cut-off date and time. Questions may include notifying CEDAR HILLS of any ambiguity, inconsistency, scope exception, excessively restrictive requirement, or other errors in this RFP. Questions are encouraged. Questions may be answered individually or may be compiled into one document. An answered question or an addendum may modify the specification or requirements of this RFP. Answered questions and addenda will be posted in U3P. Vendors should periodically check U3P for answered questions and addenda before the proposal closing date. It is the responsibility of the Vendors to submit their proposals as required by this RFP, including any requirements contained in an answered question and/or addenda. There is also a short connecting concrete path between parking lot and the new trail. Except where permitted under this policy or provisions for competitive sealed proposals, the contract is to be awarded to the highest scoring, responsive proposal based on the evaluation criteria set forth in the request for proposals, subject to the terms of this policy. No proposal shall be evaluated for any requirements or criteria that are not disclosed in the request for proposal. Awarded projects not completed within the agreed timeframe will be fined $500 day and the total fines will be deducted from agreed upon price. Offeror must include a complete cost proposal in their proposal. If an Offeror fails to include a complete cost proposal, then its proposal will be considered non-responsive and the proposal will be rejected.
