Toronto Community Housing Corporation (TCHC) is seeking Quotations from qualified contractors for the provision of Exterior Window Cleaning Services, This also include, all exterior ground floor windows, all canopy cleaning, courtyard windows, all other floors as mentioned in the list with commercial location. The work covered in the specification includes furnishing all labour, equipment, supplies and supervision necessary for a complete exterior window cleaning services. It shall be understood that in addition to these services, all tasks incidental to the cleaning functions not specifically listed, but normally include in general window cleaning practices will be provided. Toronto Community Housing Corporation (TCHC) is seeking a Contractor to provide exterior window cleaning services twice a year (during the months of March - May and August-October) for all commercial multi-level buildings operated under the Commercial Business Unit portfolio. Contractor will clean exterior of all outside-facing windows (i.e. windows that are part of the building envelope) including glass, frames and sills, awnings on all commercial units as noted on the site location address list provided in tender package, and hereby incorporated by reference. a. Contractor shall provide all transportation, labour, equipment, tools, materials, and supplies to perform these services. b. If needed and available, the TCHC shall provide contractor access to indoor and outdoor clean water sources and sewage disposal at each location. c. Exterior windows are considered clean when all glass, frame, and sill surfaces are without streaks, film, staining, deposits, or debris, and have a uniform bright appearance on the exterior. d. Contractor's employees shall not utilize TCHC telephones, office equipment or furnishings when on TCHC properties. e. TCHC may restrict the use of any methods and products that may cause damage to building surfaces or finishes or harm to surrounding environments. f. Contractor shall take reasonable precautions to protect all adjacent improvements, such as utility infrastructure, buildings, vehicles, equipment, hardscape, irrigation and lighting systems, and softscape, from cleaning activities, including but not limited to using appropriate cleaning solutions for the type and condition of surfaces and finishes. g. Contractor shall inspect, photo document, and immediately report to the TCHC site staff any damaged or compromised work surfaces found prior to cleaning or caused by contractor personnel, such as, but not limited to, cracked or broken window glass, loose glazing or caulking around windows and frames, bent frames, and peeling or bubbling coatings and window tinting. Repairs for damage caused by contractor personnel shall be coordinated by the TCHC and billed directly to and paid by the contractor. h. All washing shall be done with clean solutions and immediately dried in order to prevent scratching and streaking of surfaces. All exterior aluminum surrounding windows and structural glass in curtain walls shall be cleaned with a solution that will not damage the finish, and a sealant then applied. i. All services shall be performed and all liquid waste disposed in accordance with the City of Toronto, stormwater pollution, and wastewater discharge requirements and any other local laws and ordinances. j. Work site shall be left clean. Contractor is to remove excess cleaning solution off window sills and ledges. Clean, dry recyclables may be disposed un-bagged in recycling containers on site. All other waste materials shall be removed and properly disposed off-site in accordance with the TCHC site/building superintendent guidelines and instructions. k. TCHC reserves the right to remove or add any locations during the term of the Agreement. a. Cleanings are to be completed two (2) times per contract year: In the months of Spring and end of Summer/Fall or as agreed to with TCHC, and cleanings are restricted to Monday to Fridays during regular business hours at all locations. b. Dates and times of service are to be coordinated with TCHC's CBU in order to minimize disruption of sites/buildings business. Schedules shall be confirmed at least ten (10) business days in advance of service in order to provide notice to occupants. c. Proponents must have the capacity to provide services on more than one building simultaneously, if required by TCHC. d. Cleaning at each site/building shall be performed continuously until completed, unless for prescribed work breaks or due to unsafe or unproductive conditions beyond the contractor's control, such as wet weather or temperatures that do not allow for proper cleaning. Contractor shall immediately notify TCHC's contract administrator and/or site/building superintendent when such conditions arise and with an anticipated return date and time. a. The term of the contract shall be from the effective date of the resulting Service Contract, through 2022, 2023, and 2024 (3 years) There is an option in favour of TCHC to extend the agreement for an additional 2 x one -year terms. b. The submitted bid provided in the contractor's proposal shall be locked for the three year term contract plus an additional two one year terms, in favour of TCHC to extend. Any rate increase will be subject to TCHC approval.
