Site work for a municipal facility in Rome, New York. Completed plans call for site work for a municipal facility.

The Work of this Contract consists of the excavation, removal, and disposal of contaminated soil from two identified Areas of Concern (AOC #1 and AOC #4) at 1333 East Dominick Street in the City of Rome, New York. In AOC #1, which comprises two locations, an estimated quantity of approximately 122 cubic yards shall be excavated and disposed. In the AOC #4 area, clean fill will be removed and stockpiled for use as future backfill. Also in the AOC #4 area, PCB contaminated building slabs will be removed and disposed offsite. All excavation areas shall be backfilled with clean material. The Contractor will be required to allow the Engineer access to the site after building slab removal for the Engineer's performance of a delineation investigation to determine the estimated quantity of soils to be removed. At each AOC, the Contractor will be required to allow the Engineer access to sample remaining soils following excavation to determine whether soil cleanup objectives have been met. The Contractor will be required to perform additional excavation if soil remaining after excavation exceeds soil cleanup objectives. The City of Rome will not accept late bid submissions. Electronic submissions are not permitted for these bidding documents. Bid package can be delivered to Rome City Hall and dropped in overnight depository. Contractors who intend to submit a bid must call or email to be placed on the official plan holders list. Contractors that obtain contract documents from a source other than the issuing locations must notify the City of Rome in order to be placed in the official plan holder's list, in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder's list will not be accepted. To be placed on the official plan holders list please contact the Department of Engineering at either (315) 339-7627 or jguiliano@romecitygov.com Addenda, if any, will be issued only to those persons whose name and address are on record with the City as having obtained bid documents. If addenda(s) are issued for this contract all official plan holders will be issued with addenda by email. The acknowledgement of addenda is found on the Bid Form. BID SECURITY: Bids shall be accompanied by money order, certified check or bid bond in the amount of five percent (5%) of the bid, payable to the order of the City Clerk, City of Rome, New York, as described in the "INFORMATION FOR BIDDERS". No Bidder may withdraw his/her bid within forty-five (45) days after the actual date of opening thereof. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a Labor and Materials Bond with a surety company satisfactory to the City of Rome and conforming to the requirements identified in Section 00752 of the General Conditions. If a Bidder fails to enter into a Contract with the City of Rome, upon acceptance of bid, the bid security shall be forfeited to the City of Rome. Bidders are required to certify that bids have been prepared without collusion with other bidders, subcontractors or suppliers. Each bidder must sign a non-collusion certification statement included in the Bid Proposal. The City of Rome reserves the right to waive any informalities or to reject any and all bids. Bidders are not to include sales taxes on their bid proposal on materials, equipment and supplies incorporated in this Project. MWBE/EEO: Minority- and Women-Owned Business requirements are in place for this project as stated in the Additional Instructions of the Project Manual. The City of Rome has been and will continue to be an equal opportunity organization. PROJECT FUNDING: The City of Rome secured funding for the project through the New York State Environmental Restoration Program Grant Opportunity. The bidder shall comply with all requirements of the ERP and requirements as noted in the Contract Documents. Contractor is required to achieve a small (SBEs), minority (MBEs), women's (WBEs) and small businesses in rural areas (SBRAs) participation goal of up to 30% for the project. Question due by 5/4/22
