Site work for a road / highway in Rome, New York. Completed plans call for site work for a road / highway.

The Work of this Contract consists primarily of the placement and compaction of a 2-foot soil cover at 701 Lawrence Street in the City of Rome, New York. The surface elevations of the cover system have been designed to allow for storm water drainage off the cover, with no low spots for water to collect. The contractor will be required to grade the current site to generate a soil surface that is roughly two feet below the elevation of the proposal final cover elevation. Generally, the site boundary will slope from the northeast to the southwest where an existing 18" culvert is located to the south of the pavement on Lawrence Street. This culvert drains the site storm water across the bike path and into the canal. The balance of cut and fill (approximately 450 cubic yards) from the site will promote drainage to this area. This will allow for the twofoot cover to be placed uniformly across the site. Two-feet of cover material cannot be placed uniformly to the extents of the site boundary in all locations around the perimeter of the site. Generally, the site boundary on the south and east will be excavated two-feet vertically to account for the two-foot cover material. This will provide the two-foot cover required and to match grade outside of the site boundary. The cover will be placed in the same manner on the eastern portion of the site up to the macadam driveway where the soil cover will transition to the existing elevation of the driveway. The north side of the site will transition the cover to the existing berm adjacent to the drainage ditch along Luquer Street. This top two feet will include six inches of topsoil which is to be seeded. Contractors who intend to submit a bid must call or email to be placed on the official plan holders list. Contractors that obtain contract documents from a source other than the issuing locations must notify the City of Rome in order to be placed in the official plan holder's list, in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder's list will not be accepted. To be placed on the official plan holders list please contact the Department of Engineering at either (315) 339-7627 or jguiliano@romecitygov.com Addenda, if any, will be issued only to those persons whose name and address are on record with the City as having obtained bid documents. If addenda(s) are issued for this contract all official plan holders will be issued with addenda by email. The acknowledgement of addenda is found on the Bid Form. BID SECURITY: Bids shall be accompanied by money order, certified check or bid bond in the amount of five percent (5%) of the bid, payable to the order of the City Clerk, City of Rome, New York, as described in the "INFORMATION FOR BIDDERS". No Bidder may withdraw his/her bid within forty-five (45) days after the actual date of opening thereof. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a Labor and Materials Bond with a surety company satisfactory to the City of Rome and conforming to the requirements identified in Section 00752 of the General Conditions. If a Bidder fails to enter into a Contract with the City of Rome, upon acceptance of bid, the bid security shall be forfeited to the City of Rome. Bidders are required to certify that bids have been prepared without collusion with other bidders, subcontractors or suppliers. Each bidder must sign a non-collusion certification statement included in the Bid Proposal. The City of Rome reserves the right to waive any informalities or to reject any and all bids. Bidders are not to include sales taxes on their bid proposal on materials, equipment and supplies incorporated in this Project. MWBE/EEO: Minority- and Women-Owned Business requirements are in place for this project as stated in the Additional Instructions of the Project Manual. The City of Rome has been and will continue to be an equal opportunity organization. The bidder shall comply with all requirements of the ERP and requirements as noted in the Contract Documents.
