It continues to consist primarily of agricultural land, but the area has experienced significant ongoing residential, commercial, and industrial development since 2008 using contemporary design standards. There are currently around 4,000 active residential water meters located in the Ontario Ranch area. The following scope of services itemized below provides the professional engineering and planning services needed for determining and updating residential water demand factors (WDFs) for potable and recycled water use across various unit density categories within Ontario Ranch, based on available usage data. WDFs are used to calculate future demand projections for potable water and recycled water based on known development plans and the ultimate planned build-out of the City of Ontario per the City's General Plan (TOP). The updated WDFs may be used in the preparation of a variety of City publications, including the TOP, Water Master Plan (WMP), Urban Water Management Plan (UWMP), and various focused water studies for development projects. WDFs were last updated as a part of the 2012 WMP based on water consumption data from that time. A 2020 draft update was also prepared but never finalized. Since 2012, usage and demands have changed due to water conservation efforts, legislation, development standards, and changing land uses. The primary goal of this Study is to update residential water demand factors within Ontario Ranch that reflect current usage patterns, which can be utilized throughout the City's Ontario Ranch service area to calculate and plan future demand projections. That primary goal will be met by developing a comprehensive list of WDFs that accurately represents potable and recycled water usage per land use classification, accounting for current trends and yearly variability. The services presented herein are not intended to be all encompassing. Consultants are encouraged to propose modifications, additional innovative and/or creative approaches for providing the service that will maximize efficient, cost-effective operations or increased performance capabilities. Any proposed additional scope tasks shall be identified as optional items with fees listed separately. General Objectives a. Review and summarize existing and historical potable water consumption data associated with various land uses and residential building product types in Ontario Ranch. b. Review and summarize existing and historical recycled water consumption data and associated irrigated areas.. c. Using available data, develop and recommend WDFs and water use categories (and their respective units, e.g., gpd/acre, gpd/person, gpd/Floor Area, etc.) based on data and engineering analysis. d. Comparative analysis of proposed demand factors and those of comparable agencies. e. Discussion of analytical methodology and process in determining current and future WDFs. f. Discussion of contingencies and sources of error that could impact or require further examination/consideration to developed WDFs. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids.
