Winston Salem/Forsyth County Utilities is seeking professional consultant for the development of a Cross Connection Control Program who will provide guidance and support to the utility's team for the development and implementation of a cross connection program. WSFCU desires to establish a program that connectsthe regulatory requirements, utility business needs, along with customer needsto efficiently and effectively manage cross connections for successful compliance, as follows: 1) WSFCU envisions a program that spans the "end to end" cross connection processes including upstream activities such as new construction specifications, design, plan review, construction, and installation/inspection. 2) The program also needs to address upfits, changes in type of use, and ownership changes in addition to annual customer backflow device inspections. Surveys are an important part of the program requirements, including capabilities to create and disseminate required survey instruments, manage survey results, and manage required actions. 3) The program will also include the establishment and maintenance of required records and ability to perform related reporting. 4) This work includes two phases - a program development phase and a program implementation (support) For technical questions regarding this project, please submit questions in writing to darrenmr@cityofws.org and responses will be posted by written addendum.
