The Kearsarge Regional School Board ("School Board") invites you to offer proposal(s) for HVAC equipment maintenance, repair and emergency services in seven buildings within the School District. The School Board seeks to enter into a five-year agreement commencing on July 1, 2022 and terminating on July 1, 2027. PURPOSE: The purpose of this Request for Proposal, ("RFP") is to solicit sealed proposals from qualified contractors to provide mechanical controls maintenance and maintenance services to HVAC equipment, preventative maintenance plans, and on an annual basis to advise and assist the District on improvements to mechanical and control systems that will conserve energy and minimize the District's utility costs. The services will include an initial energy management review with the District. The contractor will be expected to perform all tasks in accordance with professional standards and will be required to enter into an agreement with the School District that includes the specifications in this RFP. REQUIRED SPECIFICATION TO THE REQUEST FOR PROPOSALS: This document and all appendices are considered part of the required specifications. The Kearsarge Regional School Board reserves the right to modify any part of the document at its discretion The School District is seeking qualified parties to submit sealed proposals for HVAC air handling equipment maintenance, repair, and emergency service as detailed in Exhibit A. The Kearsarge Regional School District, also referred to as the Owner, is a pre-K to grade 12 public school system serving approximately 1948 students in 6 schools. Bids are requested for 7 buildings totaling around 350 pieces of HVAC related equipment and 160 controllers. A list of equipment is available upon request. The School Board reserves the right to select the final contractor which may or not be made solely on low bid pricing. Responsibility for Services: The Bidder shall provide the necessary labor, vehicles, and equipment needed to accomplish the maintenance and repair work for the District. The Bidder will be required to provide a list of the exact maintenance and repair performed and cost of parts and supplies. The Bidder shall respond by phone within 2 hours of call and arrive in 4 hours. Discrepancies and Addenda: Should a Bidder find any discrepancies in the drawings and/or specifications, or be in doubt as to their meaning, the Bidder shall notify the Owner at once who will then send a written addendum to all Bidders concerned. Oral instructions or decisions, unless confirmed by addenda, will not be considered valid, legal, or binding. No extras will be authorized because of failure of the contractor to include work called for in the addenda or scope of work. PAYMENT: The contractor shall submit invoices to the Owner for approval and payment. AWARD: The School Board shall award a contract by a proper vote. The School Board anticipates, but does not guarantee, that it will select a Bidder on or about April 21, 2022. CONTRACT: The successful Bidder shall sign a contract substantially in the form of that attached hereto as Appendix II. The proposal submitted by the successful Bidder shall become an attachment to the contract or agreement signed by the Kearsarge Regional School District representative and the selected Bidder. Price quotations and other time dependent information contained in the proposals must be valid for a minimum of thirty (30) days from the closing date of this RFP. REJECTION/AWARD OF PROPOSALS: The School District reserves the right to accept or reject any or all submissions, to negotiate with any or all responsible Bidders, and to waive any informalities in the Request for Proposals process, and to enter into an agreement with the Bidder whom the School District in its sole discretion determines is in the best interests of the School District even though the Bidder may not be the lowest bid or proposal. Bidders shall be responsible for any and all expenses that they may incur in preparing their proposals.
