Site work and new construction of a mixed-use development in West Liberty, Kentucky. Design plans call for site work for a water / sewer project; for the construction of a 6,320-square-foot office development; and water / sewer project.

As of March 17, 2023, an engineer has been selected. Bids are tentatively scheduled to be received in early 2023 with construction likely to begin that spring. *The previous solicitation is listed below for reference. The Morgan County Water District will accept statements of qualifications from consulting architectural and engineering firms for planning, design, construction, and other required engineering, and administration related to the proposed Phase III System Wide Improvement Project. The Morgan County Water District (MCWD) proposes the construction of a new Business Office and Maintenance Facility, while also implementing various improvements, waterline replacements, and relocations of infrastructure in the District’s water distribution system. The proposed scope of the work includes two new small pump stations and associated small water tanks, line replacements and 200 Sensus meters and radios, along with the payoff of a $150,000 note owed to Gateway Area Development District. The project will purchase land and develop a 6,320 square foot new Business Office and Maintenance Facility for the MCWD. The District currently rents their existing office space which is technologically outdated and unable to meet the needs of the District and its’ consumers. The Water District will also need to purchase furniture for the new office space. The District proposes to construct two new small pump stations and associated small tanks to serve the Cliff View and Perkins Cemetery areas within the distribution system. Customers in both of these areas do not have a reliable and consistent water pressure. During design, if these new facilities can not be installed on existing easements, new easements will have to be acquired. The proposed project will replace existing waterlines in 7 branch lines off of HWY 191 which totals approximately 1,260 LF of 6", 22,080 LF of 4”, and 2,540 LF of 3” PVC lines and appurtenances. The locations of the branch lines are as follows: -Barker Branch -KY 1162 (4-inch Pipe) -Stinson Branch (4-inch Pipe) -Morris Cemetery Rd (6-inch Pipe) -Morris Cemetery Rd (5-inch Pipe) -Rail Road Fork (4-inch Pipe) -Big Staff Branch (3-inch Pipe) The Morgan County Water District will also buy 200 Sensus meters and Radios to replace existing water meters in various locations through out the system. Some of the proposed lines will replace lines that have been inaccessible since 2015 when relocated by a transportation project.
