Any contract or contracts resulting from this RFP shall have a term limit of one (1) year and may be renewable for four (4) additional one-year terms at the option of the Town. STATEMENT OF NEEDS This Statement of Needs has been prepared by The Town of Front Royal, VA (the Town) to retain the services of a professional engineering firm(s) (Independent Contractor) qualified and experienced to provide complete technical/specialty utility engineering services. Specifically, the services will include, but are not limited to, supporting the Town in Capital Improvement Program (CIP) projects. Qualified firms are those firms that can demonstrate substantial and recent successful experience delivering services related to permitting and regulatory compliance support services associated with water/wastewater projects and facilities, as well as professional engineering, surveying and funding procurement services specifically related to water line, water pump stations, sanitary sewer pump stations, utility asset management, water treatment infrastructure and wastewater treatment infrastructure. Tasks may include operational assistance related to water distribution, wastewater collection, water treatment, waste water treatment, and other related engineering services. It is anticipated that more than one contract will be awarded. The purposes, functions, criteria, and general requirements for the scope of work on a particular project or task will be set forth in a Task Order and associated Purchase Order issued by the Owner to the Independent Contractor. BACKGROUND Projects or task orders may be federally, or state grant funded and therefore the selected firm(s) and provided services must be eligible and able to provide the necessary documentation to satisfy the grant funding entities eligibility requirements The purpose of this solicitation is to solicit sealed proposals from qualified sources and select multiple engineering firms to provide engineering and related services under a Task Order Contract ("Contract"), with specific projects to be performed on an as needed basis pursuant to a written task order ("Task Order") issued by the Town's authorized representative, incorporating by reference the terms and conditions of this RFP. For each project identified by the Town as requiring engineering or related services, a separate task order will be generated. The Town will appoint one of the engineering firms to perform the task order based on its experience and ability to complete the listed tasks. The selected engineering firms must demonstrate the ability to provide a majority of the services listed and identify those that they plan to provide by subcontracting. The Town will select multiple engineering companies based on their skills and abilities to provide the services identified, but each engineering company does not necessarily have to be capable of providing all the skills listed. The Town is selecting a group of engineering companies to ensure that all service categories are covered between the different firms.
