The Mill Street Dam is owned and operated by the City of Auburn. It is located at 9 Owasco Street on the Owasco River, approximately one mile downstream from the State Dam which controls the Owasco Lake levels and also is located approximately four tenths of a mile upstream from East Genesee Street, the City's main arterial, Route 20. The method of Contractor Selection has not been Determined at this time. Scope of Work The City of Auburn, New York, ("the City") is seeking a qualified professional to conduct the required dam safety analysis as per FERC regulations. These include: FERC "Inspection by Independent Consultant" as per Part 12, Subpart D, and Appendix A - "Mill Street Dam Sixth Independent Consultant's Safety Inspection Report". Pricing to complete this study shall be included in the proposal. Items to be addressed in the submitted proposal shall include but are not limited to: Preparation and reproduction costs associated providing necessary submittals to the City of Auburn and FERC; any necessary revisions as per City and FERC review; costs associated with any necessary inspection equipment rental; travel expenses; all site meetings and/or conference calls regarding the project; all sub-consultant fees, and a FERC approved analysis. The City requests that the Consultant coordinate with FERC and the City to ensure the structural inspection date will work for all parties. At this time, it appears as though the next tentatively scheduled FERC inspection will be sometime in late August or early September. Additional Information The City of Auburn will allow access to all previously completed reports as per FERC requirements. The most recent, "Mill Street Dam Fifth Independent Consultant's Safety Inspection Report and STID", is available upon request. Please contact John West 315-253-8754 or email jwest@auburnny.gov. Each consultant shall provide all necessary information to the City indicating their qualifications and credentials so that prior approval may be granted by FERC. Upon determining the most qualified firm, the City will submit the qualification package to FERC for their approval prior to beginning any work. This verification process will take approximately 60 days. Proposals will be scored by: 60% cost proposal to complete the Sixth Part 12 D Inspection Report, 20% resume of the proposed independent consultant performing the required work, and 20% overall capabilities of the Firm's ability to complete the Part 12D Dam Safety Inspections and Dam safety related analysis. The FERC letter regarding the Sixth Independent Safety Inspection Report for the Mill Street Dam Project is attached in the RFP. Please note, this RFP may also be used to update the City's Emergency Action Plan to include the selected engineering firm and independent consultant as a technical resource related to dam safety. In addition, the City reserves the right to use the selected firm to complete future dam safety analysis at Mill Street Dam, North Division Street Dam, and State Dam. Lastly, the FERC allows permitee's to perform two consecutive Part 12 D safety inspections. If all parties mutually agree, the Seventh Part 12D Independent Safety Inspection may be completed by the selected firm as part of this RFP process. Conclusion The City of Auburn reserves the right to request an individual consultant to revise their proposal to ensure each firm is proposing in a competitive and equal fashion. The City reserves the right to accept or reject any proposal.
