The District is requesting qualifications from firms regarding geotechnical engineering services to be provided on an as-needed basis. The South Coast Water District is seeking Statements of Qualifications (SOQ) from qualified Firms capable of performing as-needed geotechnical engineering services for the District's Engineering and Operations Department. Consultant shall provide all the labor, tools, equipment and supervisions necessary to perform as-needed geotechnical services on an as-needed basis. Potential services to be provided on an as-need basis are described in Attachment "A" - General Scope of Work. This Request for Qualification (RFQ) describes the potential Scope of Work, the minimum information that must be included in the SOQ, and the Consultant evaluation and selection process. Failure to submit information in accordance with this RFQ's requirements and procedures may be cause for disqualification. For purposes of the RFQ the terms Consultant, Firm, and Proposer are interchangeable. It is anticipated that up to five (5) Firms may be awarded Agreements to provide as-needed services on a Task Order basis to help implement the District's Capital Improvements Program and assist with other District projects. Agreements will be for a three (3) year term with an option to extend one additional year and have a not-to-exceed limit of $200,000 per agreement. Questions submitted and the written responses will be sent via Planet Bids to all Proposers or interested parties who are registered in Planet Bids for this solicitation. Questions submitted after 5:00 p.m. on March 29, 2022 will not receive a response. Questions will not be taken by phone. In the interest of fairness to all Respondents, SCWD has determined that Respondents and their agents shall only communicate directly to the SCWD Contracts Manager and shall not communicate directly to other SCWD officers, directors, agents or employees regarding the RFQ. Only the SCWD Contracts Manager will respond to direct communications, and attempts to communicate directly to other SCWD officers, directors, agents or employees may be grounds for disqualification from the RFQ in the sole discretion of SCWD. The District is subject to the California Public Records Act and, therefore, the respondent's submissions, including questions and responses, may be made available to requesting parties if such information is requested from the District in accordance with the California Public Records Act.
