Demolition, site work and addition to a water / sewer project in Lead, South Dakota. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; and for site work for a water / sewer project.
Powder House Pass CID is seeking a qualified CMAR to provide preconstruction phase services and potentially complete construction services for the WRRF Phase 2 Expansion Project. Construction is estimated to begin late 2022/early 20223, and substantial completion of construction is anticipated summer/fall 2023. The CMAR will begin in an agency support role for preconstruction phase services and may hold the construction contract(s) with the CID for construction of the project. At some point prior to construction, the CMAR will submit a finalized guaranteed maximum price (GMP). Following acceptance of the GMP by the CID and execution of GMP contract(s), the CMAR will assume the risk of delivering the project. The CID also reserves the right to decline the final GMP and advertise for bids. Assuming a GMP contract is executed, the CMAR will be responsible for construction means and methods and will be required to solicit bids from suppliers and subcontractors to perform the work following the requirements of South Dakota Codified Law chapter 5-18A for public agency procurement. The CMAR may also compete to self-perform work in compliance with SDCL chapters 5-18A and 5-18B. Pre-construction phase services by the CMAR include the following: Provide detailed cost estimating and knowledge of marketplace conditions; Provide project planning and scheduling; Provide for construction phasing and scheduling that will minimize interruption to CID operations; Provide alternate systems evaluation and constructability studies; Advise CID of ways to gain efficiencies in project delivery, including phased construction elements; Provide long-lead procurement studies and initiate procurement of long-lead items; Assist in construction permitting processes; Participate with the CID in a process to employ good faith efforts for local and disadvantaged business enterprise (DBE) participation and implement the local and DBE process; and, Select subcontractors and suppliers for this project. Services required from subcontractors will be procured through a public advertisement and a qualified bid selection process as outlined in SDCL chapter 5-18A. The CID may influence the selection of the subcontractors prior to solicitation, but only insofar as the CID's experience with a subcontractor or a current legal dispute with a subcontractor. If awarded, construction phase services by the CMAR may include the following: Construction of the WRRF Phase 2 Expansion; Coordinate with various CID departments, other agencies, utility companies, etc.; Arrange for procurement of materials and equipment; Schedule and manage site operations; Bid, award and manage all construction related subcontracts while meeting local, state, and federal bid requirements including local and DBE participation goals; Provide quality controls; Perform tie-ins between new facilities and existing infrastructure; Conduct startup, training, and supporting of Owner and Engineer during commissioning; Facility commissioning; Decommission selected existing facilities; Bond and insure the construction; Address all federal, state and local permitting requirements; Deal with Owner issues; and, Maintain a safe work site for all project participants. Copies of the Request for Statement of Qualification Documents may be seen and examined at the Construction Industry Center, Rapid City, SD. All bidding document interpretations and clarifications should be directed, in writing, to Ron.Williams@AE2S.com as outlined below. Firms interested in the project shall submit a Statement of Qualifications which includes a one-page cover letter plus a maximum length of fifteen (15) 8"x11.5" pages to address the SOQ criteria (excluding resumes, OSHA records, front and back covers, bond/insurance documentation, and table of contents, but including organizational chart). Resumes for each key team member shall be limited to a maximum length of two pages per member and should be incorporated as an appendix at the end of the SOQ. Submittal shall include proof of ability to provide a bond in an amount at least equal to the amount of the current maximum estimated construction cost of $6,200,000, as well as meet necessary insurance requirements of the State of South Dakota. The submittal shall also include a certificate of insurance, indicating liability coverage, and current South Dakota Contractor's license. Submittal items described in this paragraph shall be submitted but shall not count towards the maximum page length of the SOQ. On the submittal package, please display the following: firm name, name of proposed project manager, contact information, and name of project. Firms wishing to be considered shall submit one electronic pdf of the submittal materials. Prior to award of CMAR selection, the CMAR firm will be required to sign and submit the Certification of Debarment form prior to authorization of the contract for CMAR services. All Submitters shall have a valid South Dakota Contractor's license of the appropriate Class for the work, as required by ARSD 20:53:06 or SDCL 36-25. Submitters shall include a copy of their license or Certificate of Renewal with their package. No Submittal will be read or considered unless it fully complies with the proof of bond and license requirements. Submitters of this work will be required to comply with State Revolving Fund (SRF) General Conditions including the requirements of Minority and Women Business Enterprise procurement, Equal Employment Opportunity, Davis-Bacon wage rates, American Iron and Steel Act of 2014 (AIS), Certification of Debarment, and all other pertinent legislation and rules associated with the Clean Water SRF Program and South Dakota Codified Law. Submitters for this Work will be required to comply with the President's Executive Order Nos. 11246 (Equal Employment) as amended. Submitters shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act ("EPA's 8% statute"); Public Law101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) ("EPA's 10% statute"), encouraging recipients to award construction, supply, and professional service contracts to minority and women's business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Submitters and Contractors under these orders are explained in the RSOQ documents. Submitters are advised that "fair share" target percentages have been established at 1% for Minority Business Enterprise participation in the Project and 4% for Women Business Enterprise participation for this Project. Questions must be submitted in writing, via email by 4:00 PM (MST) May 4, 2022. Answers will be provided in writing via email to all registered RSOQ holders within two (2) business days. Firms shall not rely on verbal statements, answers or other information from any other source in preparing their SOQ's other than the information providing in the RSOQ and accompanying documents and addendums, if any. The Owner reserves the right to reject any and all SOQs and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. No CMAR may withdraw their SOQ for a period of thirty (30) days after the SOQ opening. Project No. P-0009083
