The City of Baldwin is soliciting proposals from qualified construction firms for the full depth removal and replacement of asphalt pavement on Chandler Heights Circle, Chandler Pond Court, and Little Chandler Place. The Project consists of, but is not limited to the following major elements: Approximately 1.27 miles of full depth pavement removal and replacement on Chandler Heights Circle, Chandler Pond Court, and Little Chandler Place within Chandler Heights Subdivision. Striping. Construction and permanent grassing of shoulders as required. The Project consists of, but is not limited to the following major elements: Asphalt overlay of approximately 0.21 miles of Church Street, 0.19 miles of Ivory Drive, and 0.05 miles of Lenora Lane. Removal and replacement of sections of roadway on Church Street and Lenora Lane. Placement of asphaltic concrete open graded crack relief interlayer on portion of Church Street and Lenora Lane and all of Ivory Drive. Driveway tie-ins. Striping. A Bid Bond will be required with proposal submission. The successful bidder shall be required to provide a Payment Bond and a performance bond, each in an amount not less than 100% of the total bid amount, at the signing of the contract. Time of completion for all work associated with this project shall be sixty (60) consecutive calendar days from the date of a written "Notice to Proceed" from Owner. The City reserves the option to reject any or all bids, in whole or part, or to select any bidder to complete the described Work. Award of Contract may not be solely based on low bid, but also on quality, references, and other subjective criteria as the City may deem necessary and as the City may determine at its sole discretion. This project includes full depth removal and replacement of asphalt pavement of 1.05 miles on Chandler Heights Circle, 0.15 miles on Chandler Pond Court, and 0.07 miles on Little Chandler Place. The selected contractor will be required to remove all existing pavement and replace with 2 inches of 19 mm Superpave and 1.5 inches of 9.5 mm Superpave at 110 lbs/sy/in; install a stop bar at each intersection; and construct and permanent grass shoulders as required. The proposed project limits are the streets within Chandler Heights Subdivision. This project shall be constructed in accordance with the Georgia Department of Transportation Standard Specifications Construction of Transportation Systems, latest edition. B. The successful bidder will be responsible for providing all licenses, permits, and inspections (during and final) required of any regulatory agency having jurisdiction over this project. C. The successful bidder will be responsible for the maintenance and removal of all material and debris during and upon completion of the project. The successful bidder shall properly dispose of any extra material/debris generated by the work. No material or debris shall be buried within the right-of-way. There is not a separate pay item for disposal. Disposal shall be defined as removing extra material, hauling, and placing in an approved location. Upon completion of the project, the successful bidder will remove all surplus materials, machinery, and equipment. D. The successful bidder will provide safety measures such as fencing, barriers, signs, etc. that are required to ensure the public's safety during this project. E. Each bidder shall provide copies of any serious or willful federal, state, or local regulatory agency worker safety and health, or environmental non-compliance, or other regulatory agency violation citations issued to any of their firm's operations during the previous thirty-six (36) months. Each bidder shall provide resolution/settlement/notice of contest documentation, if applicable, as well as a brief summary of policy changes and actions your company has taken as a result of citations. F. The successful bidder will ensure that all subcontractors comply fully with the requirements of this RFP.
