The City of Lacombe is a vibrant, fast-growing community of 13,985 residents (2019 Census) that welcomes innovation and enterprise while honouring its architectural and historical heritage. The City offers a rich natural environment of lakes and green spaces, along with a range of lifestyle amenities and recreational opportunities. Lacombe offers modern subdivisions, a full range of schools, Burman University, hospital and recreation facilities. The high quality of life in this historic community makes it an ideal location to live, work, learn and invest in. The City of Lacombe wishes to hire a consultant to work with the Heritage Resources Committee in reviewing current heritage policies and inventories of the City. This project has some broad categories of work divided into two scopes.
Scope One: First, a review and update of the City's Survey and Inventory is needed to ensure that both documents accurately detail the present status of resources within City boundaries. This scope is to include public engagement/landowner engagement. This scope includes the creation of public engagement components that will be used to reinvigorate public awareness and interest in protecting Lacombe's heritage.
Scope Two: The second scope is to prepare additional SOS documents and complete a review of Lacombe's current designation incentives to assess how these could be used to enhance heritage preservation.
Each of these scopes are further described in the Project Details section. Proponents should be well-versed in associated City plans and bylaws to ensure project work fits within past and present City initiatives.
Undertaking this work relies on 50% funding by the City of Lacombe (confirmed) for scope one with the other 50% for scope two dependent on a successful Research Grant application to the Province of Alberta. The Province's intake for applications is February 1st, 2022 with decisions expected in May or June (according to the Provincial website).
As such, the project should be seen as modular in nature as the Heritage Resources Committee/City of Lacombe wishes to proceed with securing a contractor and begin initial work (scope 1) prior to the announcement of Provincial funds. If a Provincial grant is not obtained, Lacombe would still proceed with the scope 1 portion of the project however, the contractor should be prepared to discuss scope changes/altered workload with the HRC depending on grant monies and focus on the most critical elements of the project. The method of contractor selection has not been determined at this time.
