The City works with universities, colleges, citizens, and local partners to promote new technology, create new job opportunities, and encourage local businesses and entrepreneurs. The City enlists and prepares 21st Century staff with the skill sets to carry out the duties of the City through transparent civic engagement and by providing the very best customer service to our citizens. The City of Raleigh is constructing a new Park and Ride Lot to serve the eastern terminus of the New Bern Avenue, Bus Rapid Transit (BRT) route. Design assistance is necessary to construct the Park and Ride Lot, and its relationship to a longer range plan that may integrate the Park and Ride Lot with a future transit center. Deadline for written questions 04-14-2022 at 5:00 p.m. In the event that the City of Raleigh elects to conduct a Pre-Submittal Conference or Site Visit, attendance by prospective proposers is strongly encouraged but is not mandatory. Prospective Proposers are encouraged to submit written questions in advance. The Pre-Submittal Conference will be held via Teams. Please provide your name and email address to Ryan.Boivin@raleighnc.gov prior to the conference, to receive a link. No employee, officer, or agent may participate in the selection, award, or administration of a contract supported by a Federal award if he or she has a real or apparent conflict of interest. Such a conflict of interest would arise when the employee, officer, or agent, any member of his or her immediate family, his or her partner, or an organization which employs or is about to employ any of the parties indicated herein, has a financial or other interest in or a tangible personal benefit from a firm considered for a contract. The officers, employees, and agents of the non-Federal entity may neither solicit nor accept gratuities, favors, or anything of monetary value from contractors or parties to subcontracts. The City of Raleigh will not be responsible for any expenses incurred by any Firm in the development of a response to this Request for Qualifications or any other activities associated with this procurement including but not limited to any onsite (or otherwise) interviews and/or presentations, and/or supplemental information provided, submitted, or given to City of Raleigh and/or its representatives. Further, the City of Raleigh shall reserve the right to cancel the work described herein prior to issuance and acceptance of any contractual agreement/purchase order by the recommended Firm even if the awarding authority for each entity has formally accepted a recommendation. Awarded firm shall provide services, all as set forth in this RFQ and more particularly described in this Section 4. The City of Raleigh is obtaining three parcels with these PIN #'s and addresses: Lot 1 - 1724962367 - 1426 Wilders Grove Lane Lot 2 - 1724965306 - 1451 N. New Hope Road Lot 3 - 1724963213 - 1408 Wilders Grove Lane Lots 1 and 2 will be developed into a 100+ space Park and Ride Lot. Lot 3 may be integrated later for a possible transit center. The selected firm will be responsible for preparing at least three options for layout of the new park and ride lot and its relationship to any potential new transit center. Upon selection of a preferred conceptual layout, the selected firm shall advance the design for all three parcels to a 25% Schematic Plan. This companion effort will assist in future determination of use for the three parcels, if it is later decided to include a transit center. Upon selection of a preferred Park and Ride layout, the designer shall be responsible for developing plans, specifications, and stormwater requirements, suitable for permitting, bidding, and construction. The Park and Ride Lot is not subject to the provisions of the UDO, but the effort should include compliance with UDO requirements as practically determined by the project team. The project is subject to all NCDEQ stormwater requirements. Lot 1 is used as an auto repair shop, requiring demolition of the structures, and formal closing of the existing septic system. Lot 2 is vacant and partially used for vehicle storage. There is no evidence of underground storage tanks, in ground lifts, or contamination beyond petroleum observed on some surfaces. The selected firm will provide construction administration services for the duration of the project, through the warranty period. The Park and Ride Lot will also include lighting and security cameras. At least 10% of spaces will offer Level 2 EV charging stations. Construction of the Park and Ride Lot will require adherence with FTA requirements, including but not limited to, DBE participation, Buy America provisions, and Davis Bacon Act compliance.
