Franklin County seeks sealed bids for various paving and road products, highway reclamation, chip sealing, membrane surface treatment, and crane services. The bid is divided into lots. It is not necessary to bid on every item or every lot.

Lot II will include:
o Gravel

o Topsoil
Lot III will include:
o Crushed Stone
Lot IV will include:
o Highway Milling/Reclamation
o Tack Coat Services
o Chip sealing and Fiber Reinforced Chip Seal
o Cold Mix Asphalt
o Crack Sealing
Lot V will include:
o Guide Rail
Lot VI will include:
o Crane Service CONTRACT TERM: Contract period shall be from May 1, 2022 to April 30, 2023. If at any time during the term of this contract the successful vendor also has a State contract or any other contract legally available to the County, the County reserves the right to purchase from any or all of the contracts and the vendor agrees to supply goods in accordance with that contract. The County further reserves the right to purchase materials from any other NYS county contracts available to the County. Formal requests for clarification or questions regarding the terms of this bid should be sent in writing to Joel Perry, Assistant Purchasing Agent at jperry@franklincony.org or by fax to (518) 483-0141. Any information given to a Bidder in response to a formal request will be furnished to all Bidders as an addendum to this solicitation if such information is deemed necessary for the preparation of the bid, or if the lack of such information would be detrimental to the submission of uniform bids. Award will be made on an item-by-item basis for all materials. Franklin County will make award to multiple bidders. The contract, if awarded, will be to the lowest responsive/responsible bidder(s) in part or in whole who meet(s) all the terms of the specifications. Upon award, the County will calculate the lowest responsible bidder for each project and document it in the procurement record. The escalation and de-escalation provisions of the New York State Office of General Services materials contracts shall apply to the bituminous products. The index value for the asphalt price adjustment is the average posted price of Performance Graded Binder (PGB) for the month of bid letting. The March 2022 rate on the NYS DOT Average Posted Prices for Asphalt (Performance Graded Binder) is $624/ton and shall be used as the base rate for the purposes of this contract. The March 2022 average terminal price was $624/U.S. ton.
