Site work and paving for a road / highway in Westwood, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work to be performed under this contract includes the replacement of the existing asphalt and gravel roadway with full depth pavement on Kingsberry Avenue from approximately 100 feet west of Brookline Avenue to the terminus. Principal items of work in the project include: 290 C.Y. Excavation, Unclassified 950 S.Y. Dense-Graded Aggregate Base Course, 6" Thick 250 Ton Hot Mix Asphalt 19M64 Base Course 150 Ton Hot Mix Asphalt 9.5M64 Surface Course 320 L.F. 9" x 14" Concrete Vertical Curb. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the KINGSBERRY AVENUE IMPROVEMENTS. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at: state.nj.us/njbusiness/contracting/services/njsavi and DBE with the NJ Small Business Administration at: njucp.net. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder. The work contemplated under this Contract shall be completed within 60 calendar days of notice to proceed. The project has a goal of ten to twenty percent (10-20%) MBE/DBE/WBE participation
