Site work, paving and new construction of a bridge / tunnel in Little Falls, New Jersey. Completed plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

The principal items of work to be constructed, along with approximate quantities, are as follows: Base Bid Items ITEM ESTIMATED QUANTITIES Excavation, Unclassified 90 CY Concrete Bridge Deck 16 CY Reinforced Concrete Substructure 97 CY Install and Furnish Pre-Engineered Pedestrian 1 LS Bridge, 101'-4' Long, including Design of Bridge, Bearings Permanent Sheeting 1,200 SF Interpretive sign 1 UN Hot Mix Asphalt 100 TON Proposal are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3. et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and N.J.S.A. 19:44A-20.25 et seq., will not adversely affect your consideration for award No bid shall be accepted by the County after the time designated above. The County shall live stream all bid openings, clearly announce the title of the bid, and display each sealed bid package, back and front, for the camera prior to the bids being opened. The contents of each bid package shall be read aloud upon opening, including the price(s), and noting, at minimum, the presence of any documents required to be part of the bid submission. After the close of the bid opening, the bid package of the apparent low bidder shall be fully scanned and posted at www.passaiccountynj.org. The bid opening shall be recorded and archived. Respondents are advised that this Contract includes a goal of awarding three percent (3%) of the Total Contract Price to subcontractors qualifying as Disadvantaged Business Enterprises (DBEs). The NJDOT Division of Civil Rights & Affirmative Action has sole authority to determine whether the contractor is meeting the contract DBE goal or made adequate good faith efforts to do so. Respondents are advised that the Contract includes 1 Training Positions where feasible, consisting of at least 0 Apprentices and 1 Trainees. Total Trainees Hours = 300 If there are any questions regarding the bid opening process during the Public Health Emergency, please contact Passaic County Purchasing Department at bids@passaiccountynj.org. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bid Documents will not be mailed. However, if exigent circumstances exist, accommodations to overnight Bid Documents may be delivered at the bidder's expense. Bidders shall submit their bids in a sealed envelope. If a Bid Document Return Envelope is not provided with these Bid Documents, bidders can use their own envelope for submitting their bid. All sealed envelopes containing a bid, including express delivery envelopes such as FedEx or UPS, must clearly identify the bidder's name, the project name, bid number, and bid opening date on the exterior of the envelope. Bid proposals must be submitted on the forms supplied by the County. Bidders must submit one (1) original and two (2) copies of its bid plus one (1) on CD or USB Flash Drive. The failure to provide all copies required herein, including digital, may result in rejection of the bid. Bidders are responsible for delivering their respective bids to the County at the time and at the place designated herein. Bids may be delivered personally by the bidder, or by mailing or private courier services (e.g., FedEx, UPS, Lawyers Service). The County will not be responsible for late submissions resulting from using the Post Office or couriers to deliver a bid. Use these services at your own risk. Bidders wishing to submit their bid on a business day before Bid Opening may do so at the address noted above between the hours of 8:30am and 4:30pm. Passaic County and the Township of Little Falls owns the Right-Of-Way along the existing asphalt path adjacent to Wilmore Road. The Contractor can access the project through the existing paved path at the north side of the Peckman River off Wilmore Road near Prospect Street, through Passaic County's Peckman Preserve access. The Contractor shall be responsible to provide all necessary maintenance and protection of traffic control devices, and shall clean and restore any damage, in accordance with the terms and conditions of the contract.
