REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR CONDUCTING ENVIRONMENTAL ASSESSMENTS AND REMEDIATIONS The City of Pearl, Mississippi ("City") hereby solicits Statements of Qualifications ("SOQ") from professional environmental consulting firms interested in contracting with the City to perform grant proposal preparation activities, grant management activities, environmental assessments, remediation, and related activities associated with the City's proposed 2022 Brownfields Assessment Grant. This will be Federal Brownfields funding and will require adherence to the conditions required for its use. The selected firm will be eligible to negotiate a contract with the City. No minimum order or work is guaranteed. If the selected firm is unsuccessful in negotiating a contract or does not maintain the minimum requirements, the City, at its discretion, may select the next ranked firm for contract negotiation. All work will be ordered on an "as-needed" basis. Though the Federal Brownfields Grant funding is for three years, the selected firm will be eligible for contract negotiation for five (5) years with optional years at the City's discretion. The minimum requirements, which must be satisfied on or before 4:00 p.m. on April 28, 2022 and maintained for the duration of a contract with the City, for an applicant to be considered, are as follows: 1. The applicant must be a "Brownfield Consulting Firm" that has been approved by the Mississippi Commission on Environmental Quality ("MCEQ"); and 2. The applicant must submit an electronic version of the submittal to Kelly Scouten at kscouten@cityofpearl.com. Electronic submittals must comply with the page limits as outlined in item 3 below. 3. The applicant must not submit an SOQ that exceeds thirty (30) pages (including every printed page except the front and back cover and transmittal letter); and Applicants that do not comply with these minimum requirements and/or do not satisfactorily document in the SOQ that they meet the minimum requirements will not be considered. Selection of the firm, in addition to the minimum requirements, will be based on the following rating criteria: (1) EPA brownfields grant management experience, and (2) Environmental assessment and remediation experience of key personnel that involved hazardous/toxic substances. The City reserves the right to waive any irregularities in the request for SOQ process. Applicants are responsible for ensuring that the SOQs are received by the following person by the required date and time and assume all risks of delivery. Six (6) copies of an SOQ must be delivered to the address below on or before 4:00 p.m. on April 28, 2022.
