Description of Work: Valley Water is seeking proposals from responsive, responsible, and qualified modeling firms ("Proposers" or "Proposer") for the project ("Project") who will be tasked modeling support for various phases of the Calabazas/San Tomas Aquino Creek Marsh Connection Project. The consultant will support project planning and other phase work by conducting hydraulics, hydrodynamics and sediment transport modeling to support of the Calabazas/San Tomas Aquino Creek-Marsh Connection Project. In addition to conducting modeling, the consultant will assess project impacts in terms of ecological restoration, flood risk and long-term flood protection, maintenance needs, and water quality. The Proposer will provide the services in accordance with Section 5. Preliminary Scope of Services. Project Objectives: A. Ecological restoration/enhancement of tidal marsh, freshwater marsh, and riverine habitat at the project area. B. Resilient flood projection that will adapt to projected sea level rise (SLR) C. Reduced maintenance needs for lower Calabazas and San Tomas Aquino (STA) Creeks. D. Enhanced public access and improved trails. Grant Funding: The agreement awarded under this RFP is funded by a grant for Proposition 1 Watershed Restoration Grant Program for the Calabazas/San Tomas Aquino Creek Marsh Connection Project which Valley Water received from the California Department of Fish and Wildlife (CDFW). Because those grant funds are being used to pay for the Services, Consultant is required to adhere to certain CDFW Contract Provisions, which are stated in, Sample Valley Water Agreement, Appendix One (Additional Legal Terms Exhibit A, CDFW Proposition 1 Watershed Restoration Grant Program for the Calabazas/San Tomas Aquino Creek Marsh Connection Project Grant Contract Provision Requirements), and incorporated into this Agreement by this reference. Consultant agrees to adhere to such applicable CDFW Contract Provisions Requirements. Full compliance with all applicable laws and regulations will be required of the successful Proposer. Other Details Minimum Qualifications: The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: o The Proposer shall have 10 years of experience in hydrodynamics and sediment transport modeling. o The Proposer shall have the following certifications, licenses, or affiliations: Civil PE preferred but not required. o The Proposer shall possess knowledge of regulations and codes regarding flood protection against coastal flooding event, tidal marsh restoration, coastal protection again seal level rise and creek and wetland restoration and shall be familiar with local conditions relating to tidal marsh restoration in Santa Clara County. Notes Additional RFP Timeline information: Submittals for RFP Questions due by 3:00 PM on April 8, 2022 Valley Water Response to Questions will be posted on April 15, 2022 Oral Interviews Tentatively Scheduled for May 16, 2022 thru May 20, 2022 All questions and/or requests for clarification concerning this solicitation must be submitted through the Q&A feature on this portal before the date and time stated on the bid information and/or the Q&A tab. The undersigned understands and agrees to be bound to the proposed Scope of Services and Cost Proposal for 180 days from the date of proposal submittal. Proposers may not communicate with Valley Water Board Members, staff, or consultants who currently provide services for Valley Water.
