The City of Quincy, Washington requests Bids for providing the labor, materials, equipment, tools, and guarantees to complete the B ST NE Infrastructure Improvements - Central Avenue to 6th Avenue NE: This contract provides for the improvement of B St NE from Central Avenue to 6th Avenue NE in the City of Quincy by clearing trees, roadway excavation, grading, water main replacement, water service connections, drainage, surfacing, paving HMA, concrete sidewalks, concrete driveways, curbing, pedestrian ramps, permanent signing, illumination, landscaping, pavement markings, traffic control, and other work, all in accordance with the contract plans, contract provisions, and the WSDOT Standard Specifications. An electronic copy of the Contract Documents and Addenda will be provided to Plan Holders at no cost. Registration as a Plan Holder is made to the City Engineer by providing the prospective Bidder's name, contact, physical address, phone and email address. Questions about the Contract Documents, the Project and the process for Bidding must be directed to the City Engineer by no later than April 11, 2022 at 3:00 p.m. (Local Time). Questions must be submitted in writing via e-mail. Responses to questions will be sent to all bidders on April 12, 2022. The Work shall be substantially complete within 120 calendar days after the commencement date stated in the Notice to Proceed, and physically complete 30 calendar days after substantial completion. The City reserves the right to: reject any or all Bids, waive minor irregularities in a Bid or in the bidding process, and determine which Bid is, in the City's judgment, the lowest, responsive and responsible Bid. Bidders agree and understand that any documents submitted to the City of Quincy for this proposed project is subject to public disclosure in accordance with the Washington State Public Records Act, RCW 42.56. This proposed project shall be subject to Washington State Department of Labor and Industries Prevailing Wage Rates.
