Consequently, any tenderer must make sure, before tendering, to obtain all the documents related to this call for tenders via the SEAO. Tenders must be valid for a period of ninety (90) days and be accompanied by a certified cheque, postal money order, bank draft or a tender guarantee issued by a financial institution of a amount at least equal to ten percent (10%) of the tender value, together with a letter of intent to issue a performance bond and a labor bond work, materials and services, each for a value of fifty percent (50%) of the value of the tender. Only bonds issued by a financial institution that is an insurer holding a license authorizing it to practice bond insurance, issued under the Insurers Act (CQLR, chapter A-32.1), a trust company holding a license issued under the Act respecting trust companies and savings companies (CQLR, c. S-29.01), a financial services cooperative within the meaning of the Act respecting financial services cooperatives (CQLR, c. C-67.3) or a bank within the meaning of the Bank Act (SC 1991, c.46) are authorized under the tender documents. The applicable intergovernmental agreements are the following: Quebec-Ontario Agreement (ACCQO) and Quebec-New Brunswick Agreement (AQNB).
