Site work and renovation of a mixed-use development in Minot, North Dakota. Conceptual plans call for the renovation of a educational facility; for site work for a sidewalk / parking lot; and water / sewer project.
BACKGROUND MSU has received funding for three projects: 1) The Administration Building parking lot drainage needs to be improved to reduce winter ice build-up. 2) MSU is looking for a cost-efficient renovation to turn 1930 sf of existing space into a Women's Wrestling locker room. 3) MSU is looking for a cost-efficient renovation to turn 3,126 sf of existing space into an Athletic training room. SERVICES REQUESTED The owner is requesting proposals from interested firms for full service architectural design work and engineering services. Additional design disciplines, including mechanical and electrical engineering, will be retained by the architect as determined by the architect and owner during initial meetings. MSU is looking to have both projects completed by the middle of August 2022. BUDGET Preliminary budget for the Parking Lot will be $500,000. The preliminary budget for the locker room will be $266,401 including furnishings. The preliminary budget for the training room will be $306,400 including furnishings. PROPOSAL SUBMISSION Minot State is seeking professional engineering/architectural services as per SBHE Policy Section 902.5, which specifies the means and method of selection and includes compliance with North Dakota Century Code statue 48-01.2 and 54-44.7. This solicitation does not commit to award a contract or to pay any costs incurred in the preparation of the proposal. Firms must submit separate proposals for each project. EVALUATION CRITERIA: 1. Past performance on similar projects as described above. 2. Experience and ability of professional personnel assigned to this project. 3. Willingness and ability to meet the time and funding requirements. 4. Location of the applicant's place of business and ability to perform the work. 5. Effect of current and projected workload on capacity to meet time and funding requirements of the projects. 6. Recent SBHE Projects/References PROPOSAL CONTENT TO INCLUDE: Name of the firm and its legal status Company background - brief statement of company history and relevant experience relating to this proposal. Qualifications of all personnel that will be involved with the project. Identify lead person(s) responsible for this project and their specific qualifications. Three references to include contact name, date of work performed, email and phone numbers. FORMAT: Submit five (5) copies (1 original + 4 copies) of the proposals (soft-bound) The original and the copies must be the same All documents should be 8 1/2 " X 11" Do not use metal-ring hard cover binders On a USB flash drive, provide the entire proposal, including all appendices and attachments, in one file in Adobe PDF format. Any proposal response received after the closing date and time shall be considered disqualified and will be returned unopened to the submitting respondent. MSU Procurement Officer accepts no responsibility for non-receipt and delays in receipt caused by mail carrier. AWARD MSU may award one contract to one firm for all projects or award separate firms for each project. MSU reserves the right to award as may be in its best interest. MSU reserves the right to accept or reject any or all RFQ responses or parts of RFQ responses, and to waive informalities within. The three most qualified applicants will be invited to interview, date yet to be determine, with selection of the most qualified applicant based on criteria established by North Dakota State Board of Higher Education policy and North Dakota Century Code Statue. Negotiations with the successful applicant will require the architect to enter into a contract for services.
